Summary

We are seeking an experienced Senior Contracts Manager to lead contracts, subcontracts, and related business processes throughout all stages of the procurement cycle. The right candidate will be able to work independently and function effectively as part of a team, and interact with people from junior to senior-most levels. This individual should have experience leading teams, managing and meeting deadlines, and prioritizing contracts related items across large organizations.

Candidates local to the DMV area may be required to adhere to a hybrid schedule.

What You'll Be Doing:

  • Pre- and Post-award Contract Support for Prime and Subcontract Agreements: Review solicitations for contractual risks and pricing requirements; draft and negotiate contractual agreements including contract modifications, teaming agreements, non-disclosure agreements, etc. Prepare, track and manage contract documentation; liaise with contracting officers and other client-agency procurement and finance staff, negotiate scope of work changes and contract modifications; pursue payment/collection issues. Review/approve documentation for contract closeouts.
  • Proposal Development: Work in concert with Business Development, Pricing, and technical services staff in development of business proposals for a broad range of cost-based, time-and-materials, and fixed-price offers. Review terms and conditions for acceptability and risk issues.
  • Compliance Oversight: Provide guidance to technical/client services staff regarding FAR and contract-specific compliance issues, and corporate policy and standard procedures. Develop and submit documents and information to Federal client contracting officials, documenting Karsun compliance in accordance with audit requirements.
  • Manage, prioritize, and lead the entire contracts and subcontracts team with positive accountability
  • Develop the necessary processes and procedures to achieve the company's CPSR compliance and successfully pass a government audit
  • Serve as part of the company leadership team and report on progress related to company priority items
  • Review and evaluate requests for proposals (RFPs/RFQs) and changes to contracts
  • Suggest alternative approaches to mitigate risk, including revisions to contractual terms and conditions and proposal pricing strategies
  • Support proposal initiatives, to include review of U.S. Government solicitations to ensure company compliance, preparation of certifications, review of proposal cost/pricing, provide guidance to cross-functional proposal team members and make recommendations to senior management, submit proposals, and represent the company in interactions with U.S. Government counterparts
  • Establish effective working relationships with all stakeholders, not limited to customers and internal functional groups (BD, Accounting, Program/Project Management, etc.), and coordinate as necessary for ongoing management and administration of business and contractual issues
  • Process and administer contract modifications and work closely with government counterparts related to all contracts compliance issues
  • Manage and administer complex multi-award IT vehicles (e.g., GSA MAS, CIO-SP3/4, Alliant, NASA SEWP), ensuring compliance with specific master contract reporting requirements (e.g., CAF reporting) and off-ramp/on-ramp procedures.
  • Monitor vehicle spending caps, performance periods, and labor category mapping for task order proposals.
  • Review and negotiate data rights, software licensing agreements, and End User License Agreements (EULAs).
  • Ensure the proper assertion of intellectual property rights (e.g., Restricted Rights, Limited Rights) in proposals and contract deliverables to protect proprietary software and internal tools.
  • Develop, negotiate, and administer Small Business Subcontracting Plans.
  • Monitor and report on small business utilization (eSRS reporting) to ensure compliance with prime contract goals and maintain positive performance ratings (CPARS).
  • Identify, mitigate, and manage Organizational Conflicts of Interest (OCI) across prime and subcontracting portfolios.

Required Qualifications:

  • Bachelor's Degree in Business Administration (or related field) with at least 10 years of experience or at least 15 years of relevant contracts experience
  • 10+ years of experience managing contracts teams
  • Experience managing contracts organizations for large and/or mid-sized and growing government contractors
  • Experience managing contracts teams of three or more people
  • Working knowledge and first hand experience of CPSR and approval process
  • Knowledge and experience with FAR and agency-specific acquisition regulations, ethics, and government property restrictions
  • Solid understanding of the procurement processes from requisition to contract enforcement
  • Experience in federal contract negotiation and management best practices
  • Broad knowledge of and experience with different contract types including, but not limited to FFP, Cost Reimbursement, Time and Materials, IDIQ, Teaming Agreements and Nondisclosure Agreements
  • Experience with GSA Schedule contracts and GWACs, and working with cost-plus, firm fixed price, and time-and-materials contracts
  • Excellent analytical and communications skills (oral and written), and ability to represent the company to customer in a competent and professional manner
  • Competence with Microsoft Word and Excel

Salary Range

The proposed salary range for this role is $150,000 to $170,000 USD. The salary range provided is a good faith estimate representative of all experience levels. Karsun considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
