Project Manager, Evaluation and Survey

HealthPartners is hiring for a full-time Evaluation and Survey Project Manager.

POSITION PURPOSE:

Manage complex evaluation and survey projects using thorough understanding of project objectives and serve as a consultant and facilitator for areas of the project(s) requiring specific expertise. Responsibilities include (1) managing projects within established operating budgets, (2) coordinating and implementing recruitment and data collection, both quantitative and qualitative, (3) significantly advising the project lead in protocol content and systems for implementation, and (4) directing participating with evaluation and survey staff.

ACCOUNTABILITIES:

1. Responsible for the coordination and management of multiple complex projects: acts as a liaison with a large number of clinic staff and other internal and external departments, companies, grant partners, etc. Facilitates groups, meetings, and committees.

  1. Develops detailed project plans, timetables, resource estimation and tracking to meet deadlines using forethought and understanding the scientific nature of the project.

  2. Collaborates with internal and external sources to design documentation systems, forms, questionnaires, and surveys. May act as a main contact for external collaborators.

  3. Demonstrates initiative and forward thinking in solving complex problems independently by identifying and acting upon barriers to success and working to enhance plausible solutions.

  4. Implements study protocol and ensures that the protocol is followed within regulatory guidelines.

  5. Supervises study staff, which may include hiring, training, and evaluation of Center staff such as Specialist(s), Coordinator(s) and Chart Auditor(s). Educates staff to work within applicable organizational and regulatory policies and procedures.

  6. Allocates and coordinates resources, including maintaining budgets of projects with large and complex financial situations.

  7. Designs and oversees data collection processes, develops and implements methodology to assess data accuracy and completeness.

  8. Documents the data collection process, meeting minutes, project progress, and decisions. Maintains orderly working and project files.

  9. Conducts and manages qualitative data collection to include focus groups and semi-structure interviews, and analyzes results.

  10. Manages, implements, and conducts project interventions.

  11. Creates reports and performs basic statistical analysis of results as requested.

  12. Contributes significantly to periodic and final reports and deliverables for clients, funding agencies and oversight organizations. May be primary contact for clients and funding agencies.

  13. Development and participates in presentations as requested.

  14. Participates in writing of journal articles for clients or project lead.

  15. Participates in developing, writing, and editing of new proposal submissions.

  16. Actively participates in Center operations and other HealthPartners Institute activities.

  17. Participates in the ongoing development and strategic direction of evaluation and survey services at HealthPartners Institute.

  18. Performs other responsibilities as assigned.

REQUIRED QUALIFICATIONS:

A combination of education, experience and demonstrated skill set including the following:

  • Bachelor's degree in health or other related field

  • Specialized training for the project-specific area(s) of expertise; i.e. some projects require experience implementing and analyzing qualitative data in the healthcare setting, survey design and/or study design.

  • Minimum of three years' experience managing, implementing, and monitoring complex projects

  • Two years' experience in indirect staff supervision

  • Demonstrated planning and management skills

  • Ability to adhere to a protocol but also to have sufficient flexibility and judgment to handle unforeseen situations that may arise

  • Ability to adapt to shifting priorities

  • Ability and comfort working with minimal supervision

  • Knowledge of research and evaluation methods

  • Research, evaluation or survey-related work experience

  • Experience with survey development software packages, scanning systems and data collection

  • Demonstrated ability to manage project budgets and timelines

  • Excellent written and verbal communication skills

  • Ability to establish and maintain effective relationships with care provider and operations/support staff, participants, and outside funders and clients

  • Experience developing and maintaining computerized databases

  • Reliable transportation for travel to HealthPartners clinics and meeting sites

PREFERRED QUALIFICATIONS:

  • Masters degree in a health or other related field

  • Two years' experience in health systems

  • Two years' experience in direct staff supervision

  • Formal knowledge of evaluation, research and survey methods

DECISION-MAKING:

Working in collaboration with the Director of Evaluation and Survey Research, will consult with the necessary personnel on issues having an impact on the department and study, such as recurrent clinical problems, inaccessible resources, etc.
Coordinates and manages projects that are more complex in nature, have more involved relationship issues and require more intellectual abilities with more responsibility for decisions related to project implementation and authoring reports. Will supervise project staff.
