Position Summary:

NewView Oklahoma is a non-possessing facility with a Secret facility clearance and no safeguarding or storage requirements. The FSO manages NVO's security program under the NISPOM (32 CFR Part 117), serves as Key Management Personnel and Insider Threat Program Senior Official (ITPSO), and is NVO's main point of contact with DCSA.

Essential duties and responsibilities (3-5 core functions representing 80% of time spent):

  1. Onboard and separate cleared personnel, including clearance processing and termination actions.
  2. Process SF-86s through NBIS/eApp, SF-312s, and fingerprinting through Fieldprint and SWFT.
  3. Manage personnel security records in DISS, NBIS, NISS, and SWFT.
  4. Coordinate with Government sponsors on Tier 1 investigations.
  5. Serve as ITPSO and lead the Insider Threat Working Group.
  6. Conduct onboarding and annual security training, and track completion.
  7. Serve as liaison with DCSA and manage security reviews and audits through the NAESOC.
  8. Ensures that AFSO's are keeping accounts active.
  9. Assist with CAC application forms as needed.
  10. Perform other duties as assigned.

Qualifications (Minimum education, experience, training, licensure, certification):

Required

  • U.S. citizen with an active Secret clearance.
  • 3+ years of industrial security experience under the NISP, including at least 2 years as an FSO or AFSO.
  • Hands-on experience with DISS, NBIS/eApp, and NISS.
  • Working knowledge of the NISPOM (32 CFR Part 117), SEAD 3 reporting, and insider threat program requirements.
  • CDSE FSO Program Management training completed or completed within 6 months of hire.
  • Strong written communication skills, and comfortable working directly with DCSA, prime contractors, and Government sponsors.
  • Organized, detail-oriented, and discreet with sensitive information.
  • Able to work independently from home in a private, secure workspace with reliable internet.

Preferred

  • Bachelor's degree in security management, criminal justice, business, or a related field. Equivalent experience will be considered in place of a degree.
  • Experience as an ITPSO or running an insider threat program.
  • Experience with SWFT and Fieldprint.
  • Experience supporting AbilityOne or other Government services contracts.

Physical requirements:

Light Work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly (Constantly: activity or condition exists 2/3 or more of the time) to move objects. Physical demand requirements are in excess of those for Sedentary Work. Even though the weight lifted may be only a negligible amount, a job should be rated Light Work: (1) when it requires walking or standing to a significant degree; or (2) when it requires sitting most of the time but entails pushing and/or pulling of arm or leg controls; and/or (3) when the job requires working at a production rate pace entailing the constant pushing and/or pulling of materials even though the weight of those materials is negligible. NOTE: The constant stress and strain of maintaining a production rate pace, especially in an industrial setting, can be and is physically demanding of a worker even though the amount of force exerted is negligible.
