Transportation Incident Management Manager [Tampa, FL]

The TIM Manager position will enhance RTMC Operations by providing dedicated TIM leadership, coordination, and analytical support that extends beyond day-to-day traffic management activities. The TIM Manager will serve as the central point of accountability for the TIM program. The addition of a TIM Manager will strengthen program oversight, improve accountability, enhance coordination among partner agencies, and support the continued growth and effectiveness of the District 7 TIM Program as operational demands and stakeholder expectations continue to increase.

What you will be doing:

• This position will coordinate program development efforts, performance reporting, corrective action initiatives, and regional collaboration activities while maintaining continuity across all TIM-related functions
• Dedicated leadership and supervision to enable TIM Coordinators to remain focused on supporting daily RTMC operations, responder outreach, incident follow-up, training activities, and identifying opportunities for improved traffic incident management
• Providing oversight of TIM Coordinators
• Establishing priorities
• Monitoring performance
• Managing stakeholder relationships
• Ensuring consistent execution of the District's TIM Strategic Plan and Transportation Systems Management and Operations (TSMO) objectives
• Providing enhanced support to the Road Ranger program on overnight and weekend shifts
• Additional support will be provided to the Road Ranger program through enhanced performance monitoring, field coordination, incident reviews, training support, safety assessments, and collaboration with response partners to improve service delivery and operational effectiveness
• The position will strengthen partnerships with law enforcement, fire rescue, towing and recovery providers, emergency management agencies, and other stakeholders to improve multi-agency incident response, roadway clearance, responder safety, and mobility outcomes
• Through proactive coordination, after-action reviews, and management of initiatives such as RISC, Wrong-Way Driving, and Road Ranger operations, these positions will help identify operational improvements, implement best practices, and advance a more strategic, data driven approach to incident management across the region

What you need to be successful in this role:

• A minimum of two (2) years as a Traffic Incident Management Professional, or a minimum of four or more years of experience while employed by an agency or firm that regularly responds to traffic incidents, operates or manages traffic management centers, provides maintenance and traffic control services for roadways and traffic incidents, or provides towing or clean-up services for major traffic incidents
• National TIM Responder Training / SHRP2
• ICS 100 - Introduction to Incident Command System (ICS)
• ICS 200 - ICS for Single Resources and Initial Action Incidents
• ICS 700 - National Incident Management System (NIMS), An Introduction
• FDOT Advanced Temporary Traffic Control (TTC) Certification or similar
• UAS Part 107 Drone License preferred

• Skilled in proper MOT (Maintenance of Traffic) and safety
• Good communication skills and ability to work as a team member
• Ability to write technical reports and correspondence
• Ability to coordinate real-time activities and priorities
• Ability to make and give presentations on incident management to state and local officials
• Ability to perform outreach on behalf of Traffic Incident Management (TIM) Teams to first responders
• Skilled in the use of Windows operating system
• Conceptual understanding of Intelligent Transportation Systems (ITS)
• Experience in managing incident response, applying judgment and decision making, and limiting departmental risk
