OFFICIAL JOB TITLE: Student Loan Manager DIVISION: Enrollment Management DEPARTMENT: Financial Aid BARGAINING UNIT STATUS: ESU, Cat. 12 FLSA STATUS: EXEMPT EEO STATUS: 31 JOB CODE: 0230 REPORTS TO: The Associate Director of Operations and Technology SUPERVISES: Exercises functional supervision of clerical staff and student employees in the performance of assigned duties. SUMMARY PURPOSE OF POSITION: The Student Loan Manager is responsible for the administration of all educational loan programs processed through the Financial Aid Office; including Federal Direct, Federal Perkins/Nursing, Federal Nurse Faculty, Massachusetts No Interest, and private loan programs. Manages all functions of loan programs; including loan origination, certification, disbursement, reconciliation, compliance and program integrity. Follows the University's best practices to build and/or support student academic success and retention, and assist in meeting strategic objectives for persistence and timely graduation of all the student population. EXAMPLES OF PRIMARY DUTIES AND RESPONSIBILITIES:
- Administers federal, state, and private student loan programs in accordance with federal/state financial aid regulations, program guidelines issued by the United States Department of Education, Massachusetts Office of Student Financial Assistance (OSFA), and established institutional policies and procedures
- Manages all functions related to federal loan processing, including loan eligibility, origination, error resolution, certification, disbursement, and borrower requirements. Reconciles federal loan disbursements between the U.S. Department of Education Common Origination and Disbursement (COD) and the University's information systems database on a monthly-basis, and completes year-end closeout. Works closely with the Bursar's Office to ensure cash receipts are credited to student accounts and reconciled appropriately
- Responsible for the management of all Federal Direct Parent and Graduate Parent Loan for Undergraduate Students (PLUS) applications approvals and denials and all actions required for processing
- Responsible for the management of all private education loan funds, including certification with lender, awarding, disbursement, and reconciliation. Serves as the campus representative of the annual Boston-Dartmouth-Lowell (BDL) Private Loan Request for Information (RFI) process to select lenders for the university's preferred lender list
- Reviews students who are close to or at federal loan aggregate limits and packages financial aid award or adjusts award accordingly
- Responsible for the management of all Massachusetts No Interest Loans for Undergraduate Students approvals and denials and all actions required for processing
- Serves as the University's subject matter expert related to all loan processing. Maintains a solid and expanding knowledge of financial aid rules, regulations, policies, procedures, guidelines, and best practices to ensure compliance with federal, state, and institutional rules and regulations about student eligibility and loan processing. Documents all institutional policies and procedures related to student/parent educational loan programs. Works with financial aid systems staff to ensure changes and updates to loan regulations, laws, and eligibility criteria are reflected within the system, institutional policies and procedures, and consumer information
- Acts as a liaison between student loan recipients and the Department of Education loan servicing/origination center and private lenders to troubleshoot issues and concerns
- Develops and maintains a comprehensive default management program. Initiates financial aid literacy and counseling workshops with students to educate them about their responsibilities as a borrower. Administers follow-up and tracking activities in accordance with default management procedures
- Maintains auditable student files and program records in accordance with federal and state regulations, as well as institutional policies and procedures
- Collaborates with the Financial Aid Office report writer to develop and maintain reports to effectively manage and enhance loan processing and reconciliation
- Conducts financial aid informational activities, such as entrance and exit counseling sessions, financial literacy information sessions, orientation, open house, and similar public speaking engagements on and off campus
- Assists as needed with student caseload of prospective and matriculated students as needed on tasks including, but not limited to, financial aid application and award eligibility (including C Flags), verification, award changes, appeals, satisfactory academic progress appeals, return of Title IV Funds and State withdrawal refund calculations, and loan borrowing
- Acts as the University's Enrollment Management liaison to keep all departments apprised of any changes in regulations or office procedures
- Performs other job-related duties and responsibilities that may be assigned and/or the job description may be changed periodically to reflect changing organizational needs
MINIMUM QUALIFICATIONS:
- EDUCATION: Bachelor's degree or equivalent combination of education, training or experience to successfully perform the essential functions of the position.
- EXPERIENCE: Demonstrated experience (over three years) in office administration as demonstrated through work in a professional environment.
- OTHER: Ability to work evenings/weekends. Occasional local and regional travel.
PREFERRED QUALIFICATIONS:
- Solid knowledge of Title IV federal financial aid regulations
- Experience using the People Soft system (or similar student information system)
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
- Proficient with the Microsoft Office suite (i.e., Word, Excel, and PowerPoint)
- Excellent written and verbal communications skills, including public speaking engagements
- Ability to manage multiple projects and priorities concurrently
- Ability to work under pressure and meet deadlines
- Ability to meet and deal effectively with others and provide superior customer service
- Ability to counsel students
- Must be extremely detail-oriented and accurate
