Job Summary

The Federal Bid Coordinator / Subcontractor Outreach Coordinator supports Richard Group's federal estimating, bidding, and subcontractor outreach process. This position is responsible for maintaining bid calendars, tracking federal opportunities from presolicitation through bid submission, organizing bid documents, distributing updates to the estimating team and subcontractors, managing bidder lists, coordinating site visits, submitting RFIs, collecting quotes, supporting bid package assembly, and helping ensure subcontractor outreach is documented and compliant.This role also supports Richard Group's small business participation and subcontracting efforts by identifying qualified subcontractors, maintaining subcontractor databases, tracking certifications, distributing bid opportunities, documenting outreach, and helping maximize participation by small business, disadvantaged business, veteran-owned, service-disabled veteran-owned, HUBZone, and women-owned firms. Richard Group's internal bid coordinator duties already include managing the estimating calendar, tracking site visits, posting projects, submitting RFIs, assembling bid packages, submitting bids, maintaining bidder lists, responding to subcontractor inquiries, coordinating with JV/Mentor-Protege partners, and performing subcontractor outreach.

Responsibilities
  • Maintain the bid and estimating calendar.
  • Track federal opportunities from presolicitation through bid submission.
  • Retrieve, organize, and distribute solicitation documents.
  • Track site visits, pre-bid meetings, bid openings, amendments, and addenda.
  • Submit RFIs/questions to contracting officers or clients.
  • Notify internal teams and subcontractors of changes, addenda, and bid date extensions.
  • Post projects to BuildingConnected or other bid platforms.
  • Manage and update bidder lists and subcontractor databases.
  • Perform subcontractor outreach by trade, geography, and certification category.
  • Identify and document small business subcontractor participation.
  • Request and organize subcontractor capability statements.
  • Collect, organize, and save subcontractor quotes.
  • Support bid bond and bonding capability letter requests.
  • Assemble bid packages and support final bid submissions.
  • Attend internal kickoff, pre-bid, and bid review meetings.
  • Coordinate with JV/Mentor-Protege partners when required.
  • Maintain outreach logs, quote logs, bid tabs, and compliance documentation.
  • Support OSHA 300/300A log submission or other administrative reporting as assigned.
Skills & Qualifications
  • 2-5 years of bid coordination, estimating coordination, subcontractor outreach, procurement, construction administration, or federal contracting support experience.
  • Experience with construction bidding processes.
  • Strong organizational and communication skills.
  • Ability to manage multiple bid deadlines at once.
  • Familiarity with subcontractor outreach, quote collection, and bid document control.
  • Proficiency with Microsoft Office, Adobe Acrobat, Teams, SharePoint, and bid management platforms.
  • Strong attention to detail and follow-through.
  • Ability to communicate professionally with subcontractors, vendors, partners, and contracting representatives.
Preferred Qualifications
  • Experience with federal construction bidding.
  • Familiarity with VA, USACE, DoD, GSA, DHS, or other public-sector solicitations.
  • Experience using BuildingConnected, SAM.gov, SBA DSBS, SBA VetCert, PIEE, Salesforce, or similar systems.
  • Understanding of small business subcontracting goals and good-faith outreach requirements.
  • Familiarity with FAR 52.219-9, small business participation plans, subcontracting plans, and eSRS/SAM.gov reporting.
  • Experience coordinating with JV or Mentor-Protege partners.
  • Knowledge of construction scopes, trade packages, and subcontractor qualification requirements.

Pay Range:

$70,000.00-$95,000.00

The base salary range for this position as of posting is Richard's good faith estimate of the possible compensation for this role. The range for this role takes into account the factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs.
