Position Information

This recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position.

The Human Services Department's (HSD) Employment and Training Division has requested a department promotional certification to fill a Time-Limited Bilingual Supervising Employment and Training Counselor (English/Spanish) position, which is currently funded through 6/30/2029. Only qualified permanent and/or probationary Human Services Department employees on the eligible list may be eligible for referral to the department for the advertised positions. This employment list may also be used to fill future full-time positions as they occur during the active status of the list.

Supervising Employment and Training Counselors are responsible for supervising, training, and leading the activities of a unit of Employment and Training Counselors and support staff who provide vocational assessment, case management, counseling, and other employment and training services to clients who are seeking to secure or improve employment. They will guide staff on a large-scale initiative that emphasizes holistic and human-centered approaches when dealing with client case management, while also ensuring program requirements are met and documented. Additional responsibilities include:

  • Delegating work assignments and distributing work to ensure equitable caseloads
  • Screening and reviewing eligibility cases, training and services costs, and employment and training plans to assure compliance with rules, regulations, and departmental policies
  • Participating in employee selection, performance evaluation, progressive discipline, and workflow assessment
  • Providing supervision to staff to support client employment and training needs
  • Collaborating with other Job Link and Employment and Training leaders to meet division and department goals and objectives
  • Implementing, monitoring, and participating in the development and revision of program policies and procedures
  • Collaborating with other unit supervisors and program staff to ensure consistency in messaging and service delivery
  • Training staff on policies, procedures, and division best practices

The ideal candidate will possess many of the following:

  • Supervisory or lead worker experience in a social services environment, with the ability to train, coach, monitor, motivate, and mentor staff
  • Knowledge of WIOA, CalFresh, SonomaWORKS, Job Link, and/or safety-net programs, including state mandates
  • Experience planning, assigning, and supervising the work of others, including the ability to evaluate the quantity and quality of individual and unit performance
  • Experience providing vocational assessments, case management, counseling, or other employment and training services to clients in a public agency
  • Insight into program clientele and an understanding of motivation methodologies
  • Experience and knowledge of programs and resources within government and community outlets
  • Expertise in interpreting and applying policies, procedures, and regulations
  • Experience collaborating with program partners and other agencies
  • Experience with CalFresh, CalJOBS, CalSAWS, MEDS, Outlook, PowerPoint, and Excel
This recruitment is being conducted to fill a Time-Limited fluent Bilingual Supervising Employment and Training Counselor (English/Spanish) position in the Human Services Department, which is currently funded through 6/30/2029. Bilingual positions require English and Spanish skills at the fluent (reading, writing, and conversational) level. Applicants who wish to be considered for a bilingual position must indicate their level of skill in the required supplemental questionnaire. An examination will be conducted prior to employment in a bilingual position to confirm the level of skill in this area. Bilingual premium pay is $1.50/hour for fluent skill sets.

Minimum Qualifications

Experience and Education: Any combination of coursework, training, and/or work experience that clearly demonstrates possession of the knowledge and abilities listed. Normally, completion of 60 semester units or 90 quarter units at an accredited college including at least 18 semester or 24 quarter units in sociology, psychology, counseling, social work, or other related fields, and one year as Employment and Training Program Coordinator or three years as an Employment and Training Counselor II, coupled with some coursework or training in supervision, will provide an opportunity to acquire the knowledge and abilities listed. A Bachelor's degree from an accredited college or university in administration, management or the behavioral sciences such as psychology, social work, sociology, counseling or related field is highly desirable. License: Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.

The position advertised in this announcement does require possession of a valid California Driver's License.

Knowledge, Skills, and Abilities

Considerable knowledge of: basic principles of sociology, psychology, group and family dynamics, and related subjects; Federal, State and County employment and training programs, goals, regulations, policies and procedures; career, vocational and employment counseling theories and techniques; administration and interpretation of standardized vocational, aptitude and interest surveys and tests; principles and practices of organizing and managing a caseload; principles and methods of effective interviewing, job search, and goal setting; current economic conditions in the local community and regional area including current employment and labor practices and employment trends; socioeconomic problems, cultural difference, language and other barriers to employment associated with various ethnic or disadvantaged segments of the community; problem solving and motivational techniques to assist clients in analyzing their strengths and problems and to working toward mutually agreed upon goals; factors which support individual and family self-sufficiency, especially as related to employment and training; public and private community agencies and resources available to meet client needs; the principles and practices of group facilitation, of supervision, and training. Ability to: plan, assign and supervise the work of others; evaluate the quantity and quality of individual and unit performance; motivate and train staff in accomplishing program and agency goals; communicate, both orally and in writing, and interact effectively with personnel at various levels within public and private sectors and the general public; define problems, analyze data and situations and select appropriate alternatives for problem resolution; provide consultation to staff both within and outside the agency; review cases, documents, statistics and reports to assist staff in resolving problems, errors, and ensure program compliance; represent the needs of staff to management; prepare and maintain statistics, correspondence and reports; maintain effective working relationships with staff, management, clients, community groups, private and public agency employees and the general public; act ethically and control favoritism.
