The Scrum Master leads Agile delivery execution across one or more development teams supporting the program, facilitating sprint ceremonies, removing impediments, and driving consistent adherence to Agile/Scrum principles throughout the implementation and sustainment phases. The Scrum Master serves as the primary servant-leader for delivery teams deploying Appian and Palantir capabilities, working closely with workstream leads, the Enterprise Architect, and the Product Owner to maintain delivery momentum, sprint quality, and team morale.

In an environment where multiple technology platforms are being integrated simultaneously and government stakeholder engagement is continuous, the Scrum Master plays a critical role in maintaining velocity, coordinating cross-team dependencies, and surfacing risks early.

Requirements:



  • 5+ years of Scrum Master experience on federal IT programs, with demonstrated experience facilitating Agile delivery teams of 5-12 engineers.


  • Strong mastery of Scrum, Kanban, and SAFe Agile frameworks and their application in government contracting environments.


  • Experience facilitating sprint ceremonies including planning, daily standups, retrospectives, sprint reviews, and backlog refinement.


  • Demonstrated ability to remove impediments, manage team conflicts, and maintain delivery momentum in complex multi-team environments.


  • Experience using Agile project management tooling (Jira, Azure DevOps, or equivalent).


  • Bachelor's degree in Computer Science, Information Systems, Business Administration, or related field required.


  • Certified Scrum Master (CSM) or SAFe Scrum Master (SSM) certification required.


Qualifications:



  • Experience supporting Agile delivery teams working within VA or federal OIT governance environments.


  • Familiarity with Appian or low-code BPM development methodologies and sprint structures.


  • Experience coordinating cross-team dependencies in a Scaled Agile (SAFe) program environment.


  • Prior experience as a backup Project Manager or delivery lead on federal IT programs.


  • Experience with PI Planning and Agile Release Train (ART) coordination in SAFe environments.


Responsibilities:



  • Facilitate all Scrum ceremonies for assigned delivery teams including sprint planning, daily standups, sprint reviews, and retrospectives.


  • Maintain and refine team sprint backlogs in coordination with product owners and workstream leads, ensuring stories are properly defined, estimated, and prioritized.


  • Identify, track, and resolve team impediments, escalating to the Program Manager or DPM when organizational obstacles require senior intervention.


  • Coordinate cross-team dependencies and integration touchpoints with other Scrum Masters and workstream leads across the VAASM program.


  • Track and report team velocity, sprint burndown, and delivery health metrics to the program leadership team.


  • Facilitate retrospectives with a focus on identifying actionable continuous improvement opportunities that strengthen team performance over time.


  • Coach team members on Agile principles, Scrum practices, and collaborative working norms.


  • Support PI Planning events and Agile Release Train coordination as required by program leadership.


  • Maintain team boards, sprint artifacts, and delivery documentation in the program's designated Agile management tool.


  • Serve as the team's advocate in program-level governance forums, representing delivery risks, capacity constraints, and team commitments.


  • Act as backup Scrum Master for other delivery teams and serve as acting Project Manager when designated.
