Job Summary

The Estimator is responsible for developing complex conceptual, authorization, and appropriation cost estimates for multidisciplinary substation, transmission, and utility infrastructure projects. This role supports project planning by preparing accurate cost estimates from preliminary scopes of work, engineering drawings, and conceptual designs while evaluating alternative solutions to support optimal project execution. The ideal candidate has experience estimating electrical, mechanical, and civil construction projects within utility or infrastructure environments and possesses strong analytical, organizational, and communication skills.

Job Responsibilities



  • Develop conceptual, authorization, and appropriation cost estimates for multidisciplinary utility infrastructure projects.
  • Prepare detailed electrical, mechanical, and civil construction cost estimates based on preliminary scopes, drawings, sketches, and engineering documentation.
  • Evaluate alternative engineering and construction approaches to support cost-effective project solutions.
  • Analyze labor, material, equipment, subcontractor, and indirect costs for capital construction projects.
  • Collaborate with engineering, project management, construction, and design teams throughout project development.
  • Support project planning, budgeting, and capital authorization processes.
  • Develop and maintain estimating databases, cost models, and historical cost information.
  • Review engineering documents and technical specifications to ensure estimate accuracy and completeness.
  • Prepare estimate documentation, assumptions, risk analyses, and supporting reports.
  • Identify project risks, cost drivers, and value engineering opportunities.
  • Assist with cost forecasting, estimate updates, and change management activities throughout the project lifecycle.
  • Ensure estimating activities comply with applicable industry standards, engineering practices, and organizational procedures.
  • Support renewable energy, transmission, substation, and other large-scale infrastructure initiatives as assigned.
  • Manage multiple projects simultaneously while meeting deadlines and maintaining estimate quality.
  • Perform additional estimating and project support responsibilities as assigned.


Job Requirements



  • Bachelor's degree required.
  • Minimum of 5 years of experience developing electrical, mechanical, and/or civil construction cost estimates.
  • Experience estimating transmission, substation, utility, energy, or infrastructure projects.
  • Strong knowledge of substation and transmission engineering, design, and construction practices.
  • Experience preparing conceptual, authorization, and appropriation estimates.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to manage multiple assignments and shifting priorities while meeting aggressive project schedules.
  • Excellent verbal and written communication skills.
  • Strong interpersonal skills with the ability to collaborate across multidisciplinary teams.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
  • Proficiency with Microsoft Project.
  • Experience utilizing estimating software applications and cost databases.
  • Strong attention to detail and ability to analyze technical documentation.
  • Self-motivated with strong accountability, customer service, and decision-making skills.


Education



  • Bachelor's degree in Engineering, Construction Management, Engineering Technology, Quantity Surveying, or a related technical discipline required.


Work Experience



  • Minimum of 5 years of estimating experience supporting utility, transmission, substation, power generation, industrial, or infrastructure construction projects.
  • Experience preparing conceptual, authorization, appropriation, and detailed construction cost estimates required.
  • Experience supporting electrical transmission, substations, renewable energy, battery storage, hydroelectric, or other utility infrastructure projects preferred.
  • Knowledge of utility capital budgeting processes and utility economics preferred.
  • Familiarity with local, state, national, and industry codes and standards preferred.
  • Experience working with multidisciplinary engineering and construction teams preferred.
