Overview

Nakupuna Solutions is looking for a Outbreak Officer II to support the Bureau of Global Health Security and Diplomacy (GHSD) that promotes global health security by working with foreign governments, the private sector, and civil society to prevent the spread of infectious diseases and respond effectively to outbreaks. The U.S. plays a leadership role in the Global Health Security Agenda (GHSA), a multilateral initiative involving nearly 70 countries, to strengthen health security across human and animal health.



Responsibilities

The Outbreak Officer II, assigned to HS/IDOR and reporting to the Deputy Director, plays a key role in supporting coordination efforts, contributing to preparedness activities, and assisting with the implementation of strategies. This full-time position involves facilitating interagency collaboration, organizing and coordinating meetings and events, and ensuring effective communication and information sharing. Additionally, the role requires attending meetings, providing input on documents, and participating in relevant task forces and training sessions.

    Supports HS in its lead role for coordinating and guiding all Department bureaus in responding to global health and security issues, including international infectious disease outbreaks such as COVID-19, Ebola, and mpox.
  • Assists U.S. government and State Department preparedness for international infectious disease outbreaks by organizing and supporting working groups, planning and participating in tabletop exercises, and contributing to U.S. government planning documents.
  • Coordinates and implements diplomatic engagement strategies for specific disease outbreaks.
  • Supports U.S. policy responses to health threats, including those related to travel, trade, and the protection of U.S. citizens.
  • Disseminates public affairs guidance.
  • Briefs supervisors, colleagues, and principals on ongoing outbreak statuses and efforts to promote an effective response.
  • Assists in identifying and tracking donor and private sector engagement and activities.
  • Facilitates interagency coordination in developing and implementing a unified U.S. response.
  • Arranges meetings and conferences to promote information sharing and coordination among U.S. interagency staff, as well as private sector and NGOs when necessary. This includes pre-clearing visitors, scheduling conference rooms, verifying participation, escorting visitors, and assembling briefing materials.
  • Ensures Department-wide access to current information on disease outbreaks.
  • Provides Department coverage for interagency meetings and conference calls, drafts meeting notes, and disseminates them to the office.
  • Attends weekly staff and team meetings.
  • Provides input, proofreads, and properly formats papers prepared by colleagues in response to taskings.
  • Serves as an office representative on the Department Rapid Response Corps and relevant Department task forces, as needed.
  • Attends training sessions on work-related duties as required.


Qualifications

Skills/Qualifications: The Outbreak Office must possess a thorough understanding of public health policies, procedures, and regulations, with the ability to think strategically to identify and assess public health needs. Demonstrates strong communication skills, a commitment to public service, and the ability to develop and maintain effective working relationships with colleagues and stakeholders.

Education and Experience:

  • MS/MA in Public Health, Health Sciences, or allied sciences, or related fields appropriate to the work of the position, Epidemiology, Economics, Finance, Business, Public Administration, Public Policy, International Development, or International Affairs OR BA/BS with 3-5 years of relevant work experience.

Clearance Requirements: A Secret clearance is required. Must be a U.S. Citizen.

Physical Requirements:

  • The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

    • Ability to perform repetitive motions with the hands, wrists, and fingers.
    • Ability to engage in and follow audible communications in emergency situations.
    • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $115,000 to $122,000 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
