HJF is seeking a Mobile Training Team Specialist to provide strategic operational support for the Health Security Cooperation Education and Training (HSCET) Program in support of the Uniformed Services University of the Health Sciences (USU) National Institute for Defense Health Cooperation (NIDHC). The Mobile Training Team (MTT) Specialist coordinates the end-to-end operational, administrative, and logistical lifecycle for international mobile training engagements within the Health Security Cooperation Education and Training (HSCET) portfolio. This position will work under the guidance of the Senior MTT Specialist and HSCET leadership, serving as the primary NIDHC point of contact throughout mission preparation, execution, and post-mission closeout.

This position will be in support of the Uniformed Services University of the Health Sciences (USU) National Institute for Defense Health Cooperation (NIDHC). The mission of NIDHC is to support military and civilian health operational readiness in crisis and conflict. NIDHC is a unique organization that acts as a central source of coordination and support of health operational readiness for the U.S. Department of War (DoW) and coordinates and collaborates among six U.S. Departments: DoD, Homeland Security, Health and Human Services, Veterans Administration, State, and Transportation. NIDHC is an International Military Education & Training (IMET) certified schoolhouse providing Health Security Cooperation training. Using Title 22 and Title 10 security assistance authorities, NIDHC delivers specialized training through in-residence and mobile courses. By leveraging DoW and federal interagency experts, NIDHC develops curricula to build partner capacity and strengthen relationships.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


  • Serves as the dedicated NIDHC point of contact and administrative lead for each assigned training throughout preparation, active execution, and final post-mission closeout.
  • Travels as a field administrative asset alongside their assigned training team deployments to handle in-country requirements, collect local student metrics, and manage immediate field needs.
  • Coordinates multi-disciplinary team members to meet mission requirements, to include scheduling critical milestones, distributing tracking compliance documents (such as signed NIDHC Instructor Code of Conduct forms), and initiating team planning calls no later than one month prior to training start dates.
  • Manages end-to-end travel logistics pipelines for assigned missions, executing Aircraft and Personnel Automated Clearance System (APACS) requests, processing official passports/visas, booking commercial/government flights and hotel blocks, and ensuring team members meet country-specific entry/exit criteria (e.g., shot records, entrance forms).
  • Procures, packs, inventories, and ships specialized medical mission supplies and training equipment directly to team members and international field sites, adhering strictly to the master inventory protocols established by the Senior MTT Specialist.
  • Submits and tracks individual sourcing sheets for training-related costs, processing APAC and GPC requisitions while monitoring course-level financial transactions under the guidance of a supervisor.
  • Maintains comprehensive instructor and student records for assigned missions, ensuring strict compliance with all IMET/FMF/S333 regulations and security cooperation mandates.
  • Coordinates the translation of course materials into target languages where operationally required by the partner nation, as needed.
  • Manages real-time mission communications during active operations by receiving, compiling, and distributing daily situation reports.
  • Escalates and reports critical team needs, unexpected logistical difficulties, or in-country medical emergencies immediately to Senior MTT Specialist, and the HSCET Leadership.
  • Closes out assigned missions by scheduling post-mission debriefings, capturing operational lessons learned, administering evaluation tools, and tracking longitudinal metrics in the field to support broader program research initiatives.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Education and Experience

  • Bachelor's Degree required.
  • Minimum of 3-5 years' experience required.

Required Knowledge, Skills and Abilities

  • Ability to work independently on routine tasks while exercising sound judgment and initiative in solving complex logistical problems.
  • Ability to coordinate many complex systems and programs simultaneously, including government travel systems and international shipping regulations.
  • Strong interpersonal skills to keep technical teams updated on visa requirements and administrative timelines.
  • Exceptional organizational skills, be detail oriented, demonstrate excellent interpersonal, communication, presentation and customer service skills.
  • Ability to obtain and maintain a T1 Public Trust background check.

Physical Capabilities

  • Lifting: Requires lifting materials over 25 lbs.
  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting.

License and Certifications

  • International travel is required for this position. A valid passport is required.

Compensation

  • The salary range for this position is $61,000-$72,000. Actual annual salary pay will be determined based on experience, education, etc.
