HJF is seeking a Curriculum Specialist to provide strategic oversight and leadership for the Health Security Cooperation Education and Training (HSCET) Program in support of the Uniformed Services University of the Health Sciences (USU) National Institute for Defense Health Cooperation (NIDHC). The Curriculum Specialist serves as the central manager for the HSCET curriculum database, ensuring strict version control across all training platforms, leading systematic course reviews, and collaborating directly with medical Subject Matter Experts (SMEs) to translate emerging health security practices into high-fidelity instructional materials.

This position will be in support of the Uniformed Services University of the Health Sciences (USU) National Institute for Defense Health Cooperation (NIDHC). The mission of NIDHC is to support military and civilian health operational readiness in crisis and conflict. NIDHC is a unique organization that acts as a central source of coordination and support of health operational readiness for the U.S. Department of War (DoW) and coordinates and collaborates among six U.S. Departments: DoD, Homeland Security, Health and Human Services, Veterans Administration, State, and Transportation. NIDHC is an International Military Education & Training (IMET) certified schoolhouse providing Health Security Cooperation training. Using Title 22 and Title 10 security assistance authorities, NIDHC delivers specialized training through in-residence and mobile courses. By leveraging DoW and federal interagency experts, NIDHC develops curricula to build partner capacity and strengthen relationships.

  • Manages and develops the comprehensive curriculum portfolio for the HSCET program, spanning both in-residence courses and Mobile Training Team (MTT) lines of effort.
  • Applies curriculum and instructional design methodologies to HSCET information products and processes, ensuring all materials align with global health security objectives.
  • Plans and monitors curriculum and instructional design processes, ensuring all educational packages are executed, reviewed, and finalized in alignment with program milestones.
  • Maintains and manages a centralized HSCET curriculum database, establishing and executing protocols for version control across all lesson plans, syllabi, slides, and academic master files.
  • Participates in and facilitates team discussions related to curriculum and instructional design, ensuring academic alignment across administrative, logistical, and technical program components.
  • Collaborates with medical and operational Subject Matter Experts [like the HSCET POI Expert] to gather technical inputs, evaluate course content for instructional effectiveness, and formalize structural updates or clinical changes into the master database under strict version control.
  • Prepares instructional aides, including worksheets, workbooks, clinical simulation scenarios, exercises, and evaluation tools.
  • Evaluates education and training audiences, applying curriculum and instructional design methods and processes to shape instructional products to best match the diverse, sometimes austere or resource-limited environments of partner nation trainees.
  • Participates in activities related to the identification of curricula to meet educational needs (new, existing, or unmet) in the field of global health security cooperation and engagement.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for the role.

Education and Experience

  • Master's Degree in Education required.
  • Minimum of 3-5 years experience required.

Required Knowledge, Skills and Abilities

  • Knowledge of principles and practice of academic curriculum/instructional design to include storyboard development, curriculum/instructional design and development methods, adult learning principles and methods, health terminology and principles, and international engagement principles and methods.
  • Possess strong management, teaching, public speaking, organizational and communications skills, as well as an educational or professional background in healthcare and teaching adult learners.
  • Exceptional organizational capability specifically regarding digital knowledge management and maintaining meticulous version control records for a dynamic catalog of materials.
  • Ability to obtain and maintain a T1 Public Trust background check.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $77,600-$112,000. Actual salary will be determined based on experience, education, etc.
