Custom Scope

The PEM Division Manager is responsible for managing the administrative operations, providing direct high-level executive, analytical, operations, and project management leadership to the Pediatric Emergency Medicine (PEM) Division. The incumbent in this position uses advanced management and leadership skills to resolve complex operational issues. This position achieves organizational objectives through the coordinated achievements of direct reports in managing the administrative operations of the PEM Division, the operations of which are significantly complex and/or broad in scope. This position reports to the Chief Administrative Officer and indirectly to the PEM Division Chief. The incumbent leads short- and long-range planning for administrative services operations, driving process improvements and operational efficiencies across the PEM Division. The incumbent leads and provides leadership on highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. The individual exercises strong judgment in selecting methods, techniques and evaluation criteria for obtaining results. The PEM Division Manager provides leadership and oversight for special projects and strategic initiatives that are sensitive, complex, and high priority in nature. Exercising a high degree of independence, judgment, and initiative, the incumbent directs the planning, execution, and implementation of projects with significant operational and organizational impact. The position manages highly confidential and critical matters on behalf of the Chief, DEM, and PEM leadership teams, serving as a trusted advisor on issues of strategic importance and ensuring the effective coordination, communication, and resolution of complex administrative and operational challenges.

This position requires a high degree of independent judgment, decision-making, initiative, and strategic thinking in managing complex administrative and operational functions. The incumbent is expected to effectively prioritize competing demands, allocate resources, and lead multiple initiatives simultaneously in a dynamic and fast-paced environment. Success in this role requires exceptional organizational, analytical, and interpersonal skills, as well as the ability to collaborate effectively with diverse stakeholders across all levels of the organization.

The incumbent exercises substantial autonomy in identifying emerging issues, assessing risks, anticipating operational and organizational needs, and implementing proactive solutions. Drawing upon advanced knowledge and expertise, the position develops strategies to address complex challenges, adapts priorities in response to changing circumstances, and ensures the successful execution of divisional goals and objectives. The role requires a high level of professionalism, discretion, diplomacy, and accountability in managing sensitive matters and representing the division in interactions with leadership, faculty, staff, and external partners.

Department Overview

The Department of Emergency Medicine (DEM) provides emergency medical care to over 177,000 patients annually at the UCSF Medical Center at Parnassus, UCSF Benioff Children's Hospitals at Mission Bay and Oakland and Zuckerberg San Francisco General Hospital and Trauma Center. DEM administrative and research staff support the work of 94 full-time faculty and 50+ part-time attending physicians, a residency program, fellowship programs and over 300 housestaff and students each year. Management and Operations

  • Manages, plans and administers all administrative operations of a school, OR a medium to large academic department, OR several small departments within a college, or a medium to large non-academic department.
  • Partners with UCSF Health clinical leadership to oversee PEM clinical sites on operations, data analytics (e.g. Quality Improvement efforts), and physician staffing.
  • Establishes and maintains strategic partnerships with UCSF, DPH departments and divisions, and external institutions to advance PEM-specific programs. Leads cross-functional collaboration efforts to support the development, implementation, evaluation, and ongoing enhancement of program initiatives, ensuring alignment with organizational goals and operational priorities.
  • Manages, oversees and achieves organizational objective through direct reports.
  • Partners with UCSF Center for Emergency Care Research leadership team to expand research associate program. Oversees advanced analytical support for the PEM Division and works through data and analytics teams to provide operational, clinical data (e.g. Quality Improvement), physician performance data, financial, and/or clinical revenue data reports.
  • Oversees and partners with PEM leadership team on the team's efficient management of clinical utilization, volume, physician productivity, patient satisfaction and other performance metrics.
  • Provides strategic oversight of divisional operations through the analysis of internal systems, processes, workflows, and resource utilization. Identifies operational challenges and opportunities, develops innovative solutions to complex business issues, and recommends organizational improvements to leadership. Leads the research, design, and implementation of new and evolving business processes to enhance efficiency, effectiveness, and service delivery. Evaluates operational practices and directs changes necessary to ensure compliance with federal, state, and UCSF regulations, policies, and institutional requirements.
  • Provides leadership and oversight for the onboarding and orientation of PEM faculty, MSPs, and staff, partnering with the DEM HR liaison and PEM leadership team to ensure a seamless integration process. Develops, implements, and continuously enhances onboarding practices, ensuring compliance with departmental and institutional requirements while promoting employee engagement, productivity, and successful transition into the division. Oversees COI request, renewal, and distribution process for the Divison and department as required.
  • Administrative services typically include all or most of the following functions: IT, facilities, student services, laboratories, contracts and grants, budgetary financial management, recharge administration and / or human resources.
  • May coordinate / oversee activities for other UC locations or external universities.
  • May oversee administrative functions for complex operations such as clinical laboratories or patient care facilities, typically to include significant budgetary accountability.
  • Represents the division and/or department on business affairs to the institution community and may serve on department, school, site, organzation committees.
  • Manages systems and procedures to protect departmental assets.

  • Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning.

Required Qualifications
