Description

Salary range is $93k to $185k, with a midpoint of $139k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under the supervision of the Deputy Executive Director-Learning and Development, the Training Manager will oversee and lead a small team of centralized trainers in collaboration with the technical trainers at the agency to evaluate, develop and deliver learning solutions to all employees using a variety of learning methods and channels.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.



  • Oversees, manages and develops a training team, which serve various internal partners to provide training solutions to all agency employees.
  • Collaborate and coordinate with other learning professionals at the agency that report to their respective business lines.
  • Evaluate, develop, implement and manage a variety of training programs based on the needs of the agency employees and individual departments utilizing a variety of learning methods and learning channels.
  • Develop, maintain, deliver and administer the overall training plan for standard and specialized training and offerings for the agency such as soft skills courses, IT courses, safety training, and various business lines such as Safety, Service Delivery, and Fare Ambassadors.
  • Develop customized training solutions in conjunction with your team based on individual business line needs.
  • Creates and manages the procurement and contracting process for additional vendor support. This includes writing the scope of work, collaborating with Procurement and Contracts Division on the request for proposal, serving on the evaluation panel, and being the project manager for the executed contract(s).
  • Collaborates and coordinates with the other Learning & Development teams Leadership Development and Instructional Design as well as with the other People & Culture divisions ST People, Labor and Workforce Development and the Chief of Staff office.
  • Facilitates training courses about 1 day a week on average.
  • Manages and keeps track of the training budget.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.
  • Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit's Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Education, Business Administration, or closely related field. Five years of progressive experience developing, managing, facilitating and evaluating training and Learning & Development programs; Or equivalent combination of education and experience. Three years leadership, budgetary, planning and workforce management.

Required Knowledge and Skills:



  • Working knowledge of the principles of learning, training methodologies, group dynamics and human behavior, and their successful application in the workplace environment.
  • Excellent communication and leadership skills.
  • Traditional and modern training methods (mentoring, coaching, on-the-job or in classroom training, e-learning, workshops, simulations etc).
  • Ability to plan, multi-task and manage time effectively.
  • Personnel management experience building and leading high-performing teams
  • Demonstrated ability to work and collaborate across multiple organizational functions and disciplines; demonstrated ability to collaborate, communicate, influence and work effectively with diverse staff
  • Ability to deliver solutions within dynamic environments undergoing change.
  • Possesses excellent presentation skills; able to present articulately and confidently under all circumstances. Dynamic and engaging facilitator who establishes rapport quickly with all levels of staff.
  • Strong organizational, time management, planning, analytical and problem solving skills
  • Ability to engage, diagnose, analyze findings, generate options and build commitment to solutions with demonstrated knowledge of best practices in the industry.
  • Analytical and decision-making skills, group facilitation skills, innovative problem solving skills, consulting and influencing skills.
  • Detail-oriented with strong organizational and project management skills, ability to manage relationships with both internal and external customers.

Physical Demands / Work Environment:



  • Work is performed in a hybrid office environment.
