OUC - The Reliable One, is presently seeking a Senior Network Engineer to join the Technology division. - Bachelor's degree in Information Technology, Computer Science, Engineering, MIS, or related field; OR an equivalent combination of education, certifications, and experience (1:1 substitution).
- Minimum 5 years of progressive experience in an enterprise IT network environment.
- At least 3 years managing networks (MPLS preferred), configuring switches/routers/firewalls/load balancers, troubleshooting wired/wireless networks, and supporting network related projects; experience with public/government cloud network environments (preferred).
- Professional certifications such as CCNA, CCNP, CCDP are strongly preferred.
- Network administration & architecture across LAN, WAN, WLAN environments.
- Strong network security experience, including firewall rule creation/modification, access control, and authentication technologies.
- Cisco expertise (switching, routing, wireless, firewalls).
- Experience with ISE (Identity Services Engine) strongly preferred.
- Proficiency with routing protocols (BGP, OSPF), MPLS, Spanning Tree, and other enterprise protocols.
- Ability to use network monitoring, SIEM, diagnostic, and analysis tools.
- Experience scripting in Python or Perl for automation.
- Ability to create and maintain detailed network diagrams (Visio/PDF).

Job Purpose: Ensures resilient and reliable 24/7 support for OUC's corporate network health and operations including applications, databases, and OUC customers. Tests network equipment changes. Monitors and trouble-shoots the network. Identifies end of life/end of support equipment in advance and recommends new models. Configures and installs switches, firewalls, and routers. Manages network related projects, budgets and stakeholders. Primary Functions:
- Design, deploy and manage the corporate networks (LAN, WLAN, WAN);
- Configure and install software, servers, routers, and other network devices;
- Test changes to the Network environment (operating system patches, cybersecurity modifications, and upgrades) on the Test Network Lab prior to promoting changes to production;
- Monitor network performance and integrity of switches, next generation firewalls, load balancers, and routers using network monitoring, SIEM and other tools;
- Resolve issues that tiers of support have escalated by troubleshooting cloud and local infrastructure;
- Automate tasks and monitor their effectiveness;
- Mentor and train mid-level and associate-level team members on technical issues;
- Create, oversee, and test security measures (e.g., access authentication and disaster recovery);
- Maintain complete technical documentation network configurations using detailed architecture diagrams;
- Identify forthcoming end of life equipment and recommend replacement models;
- Maintain an Inventory of all Test and Production Network equipment, including salvage;
- Coordinate with IT staff and support staff managing other business unit networks (Supervisory control and data acquisition [SCADA] systems, Water Production);
- Stays abreast of developments in the industry and brings recommendations for improvements in design and support of network infrastructure;
- Serves as project lead for projects impacting OUC networks including vendor management and budgeting for projects;
- Adds to repository of best practices and knowledge for training and reference needs;
- Performs other duties as assigned.
Technical Requirements:
- Working knowledge of all, but not limited to the following:
- Network administration and architecture;
- Access control models, network security and firewall administration;
- Coding languages for scripting (e.g., Python, Perl);
- Network diagnostic, monitoring, and analysis tools;
- Solid understanding of network operating systems;
- Proficient in load balancer administration;
- Communication protocols (mainly TCP/IP) and routing protocols (e.g., BGP, OSPF);
- Detailed network diagrams;
- Network disaster recovery documentation;
- Experience with Multiprotocol Label Switching (MPLS) Network Protocol, Spanning Tree, and other industry network protocols and best practices;
- Equipment to include: Network Switches, Next Generation Firewalls, Routers, and Load Balancers, Wireless Controllers and Access Points;
- Effective interpersonal, active listening, and written and verbal communication skills;
- Ability to:
- Perform tasks with limited supervision and adept at working independently and taking ownership of tasks;
- Demonstrate a strong ability to troubleshoot problems effectively;
- Create and maintain detailed network diagrams (Visio, PDF);
- Provide guidance and mentorship to entry and intermediate level team members;
- Make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages;
- Understand and apply governmental accounting practices in maintenance of financial records;
- Use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).
Education/ Certification/ Years of Experience Requirements:
- Bachelor's Degree in Information Technology, Computer Science, Computer Engineering, Management Information Systems (MIS), or related discipline from an accredited college or university. In lieu of a degree, equivalent combination of education, certifications, and experience may be substitutable on a 1:1 basis;
- Minimum of five (5) years progressive experience in an Information Technology network environment;
- Above to include a minimum of three (3) years of experience managing networks (MPLS preferred); trouble-shooting wired and wireless networks, configuring switches, routers, firewalls, load balancers, working on network related projects and coordinating with stakeholders.
- Experience and knowledge of public/government Cloud Network Environments, preferred;
- Licenses, Certificates, and Registrations:
- Professional certification (e.g., CCNA, CCNP, CCDP), preferred.
