Job Summary:
Seeking an experienced PM/Business Analyst to support legacy-to-web application modernization initiatives. The role involves analyzing legacy systems, gathering and documenting requirements, coordinating with technical and business teams, and supporting development of modern web-based solutions using .NET and SQL technologies. The position requires strong SDLC knowledge, stakeholder management, process analysis, and modernization experience in complex enterprise environments.

Key Responsibilities:

• Lead business and technical analysis activities for legacy system modernization projects.
• Analyze existing legacy applications, workflows, and SQL-based data structures.
• Gather, document, validate, and manage business, functional, and technical requirements.
• Translate legacy application functionality into modern web-based system requirements.
• Perform gap analysis between current-state and future-state systems.
• Collaborate with development, architecture, and database teams.
• Support project planning, milestone tracking, issue management, and risk escalation.
• Facilitate stakeholder meetings, walkthroughs, and requirement sign-offs.
• Support development and QA teams with requirement clarification and validation.
• Communicate project status, risks, and dependencies to leadership.
• Prepare clear, testable, and detailed documentation.

Required Skills & Experience:

• 12+ years of experience in legacy system analysis and modernization.
• 12+ years of SDLC experience for web application development.
• 12+ years of experience in requirements elicitation and documentation.
• 12+ years translating legacy applications into modern web solutions.
• Strong experience with stakeholder communication and cross-functional coordination.
• Experience analyzing SQL-based data models and integrations.
• Experience reviewing workflows and identifying modernization opportunities.
• Strong written, verbal, and presentation communication skills.
• Ability to create detailed and testable requirements documentation.
• Ability to identify compliance/system gaps and propose solutions.
• Ability to work independently in fast-paced project environments.

Preferred Qualifications:

• Experience in PM/BA roles.
• Experience converting legacy applications to web-based platforms.
• Experience working with .NET development teams and SQL databases.
• Experience with project management methodologies.
• Experience supporting large-scale IT systems in government or regulated environments.
• Bachelor's degree in Business, Computer Science, Information Systems, or related field.
• PMP, PMI-PBA, CBAP, or related certification preferred.
