Sayres is a respected leader in defense support services, specializing in the shipbuilding sector for the Department of Defense (DoD). We are seeking a seasoned Senior-Level Acquisition Management Analyst with a current SECRET clearance, verifiable in DISS, for our Washington, DC location.

This position is based in DC with hybrid office presence to support customer meetings.

As a Senior-Level Acquisition Management Analyst, you will be integral to executing defense acquisition tasks in accordance with the latest DoD and Navy policies. Your role includes a broad range of responsibilities to support program management and decision-making. Key duties include:



  • Ensure adherence to and compliance with DoD and Navy policies during defense acquisition processes
  • Proficiency in the DoD 5000 process and DoN procedures related to defense acquisition.
  • Develop, maintain, and prepare comprehensive briefings.
  • Attend meetings, prepare detailed minutes, conduct research, and respond to action items.
  • Meetings include: - Quarterly Program and/or Progress Reviews (QPRs) - Milestone Reviews, Gate Reviews, or Resources and Requirements Review Board (R3B) - Shipbuilder Program Reviews, Post-Award Conferences, and logistics meetings - Foreign Customer Program Management Reviews (PMRs) and Financial Management Reviews (FMRs)
  • Proficiency with DAES reporting to provide program status, an issues summary, a risk summary, program costs and performance, and interrelationships, dependencies and synchronization with complementary systems. Provide reporting against cost, schedule, performance, funding, and life-cycle sustainment indicators, according to a defined set of criteria for each rating.
  • Provide acquisition subject matter expertise to PMS 325 and demonstrate a thorough understanding of DoD requirements, policies and procedures related to shipbuilding acquisition.
  • Provide advice, recommendations, and drafts of strategic, programmatic, and business plans. Conduct analysis of current and proposed business practices, perform organizational assessments, assist with developing improved business processes, and identify and track major technical and programmatic issues.
  • Provide executive level liaison with senior Navy/DoD personnel. Relies on experience, communication with numerous stakeholders and judgment to plan and accomplish goals.


Additional Duties



  • Apply knowledge of DoD/DoN contracting practices to facilitate acquisition management.
  • Contribute to creating essential DoN acquisition documents like Acquisition Strategy and Acquisition Program Baseline.
  • Provide leadership and supervision in managing acquisition projects.
  • Utilize knowledge of Foreign Military Sales processes for international defense cooperation.
  • Leverage shipbuilding expertise for effective systems and equipment integration.


Minimum Skill Requirements:



  • Experience providing expert knowledge of DoD 5000, Operation of the Defense Acquisition System, and the associated statutory and regulatory requirements of ACAT I programs.
  • Background expertise in analyzing, assessing, and developing inputs to DoD Acquisition documents, White Papers, and briefing material being prepared for Defense Acquisition Boards (DAB), Major Decision Reviews, Resources Requirements Review Boards, and Gate Reviews.
  • Experience with Independently drafting/coordinating the consolidation and change management of these documents, providing a quality product to the customer for review.
  • Expert knowledge of Acquisition Strategies, Defense Acquisition Executive Summaries, Acquisition Program Baselines, Selected Acquisition Reports, and other acquisition reporting requirements.
  • Demonstrated expertise of RFP development requirements and proposal reviews
  • Experience with Monitoring and assessing Shipbuilder's performance of ship design and construction contracts to include collecting and analyzing cost performance data reports; identify cost, schedule, and performance trends; preparation of reports and graphs to present status to IPT and senior managers.
  • Expert experience with deliverable tracking, task management, Requests for Information (RFI) responses, development of milestones & objectives, strategic planning, and budget formulation including POM/PR issue support and studies.


Minimum Qualifications:



  • Bachelor's degree in Engineering or Business Management.
  • At least 15 years of experience in Program Acquisition Management, government technical management, or industry business management, with 7+ years in DoD/DoN program, and contracts.
  • Active Secret Clearance verifiable in DISS.
  • Proficiency in DoD/DoN procedures and policies, DoD/DoN contracting, and experience communicating with SES/Flag level personnel.
  • Experience in developing DoN acquisition documents, supervisory roles, and shipbuilding.


Preferred Qualifications: -Master's degree in Engineering or Business Management. -Project Management Professional (PMP) certification -20+ years of experience in program management, government technical management, or industry business management, with -10+ years in DoD/DoN program, contracts, or acquisition management. - Proficiency in DoD/DoN procedures and policies, DoD/DoN contracting, SES/Flag level communication, development of DoN acquisition documents, supervisory roles, shipbuilding, Foreign Military Sales, and Military Sealift Command processes.
