Position Description

**This position is restricted to City of Minneapolis employees only**
Functions as lead worker over crews engaged in the maintenance and repair of City sewers, storm drains and tunnels. Work Location: This position currently works on-site only.

Job Duties and Responsibilities

- Function as a lead worker directing the actions of crews in the maintenance and minor repair work on sanitary sewers and storm drains, streets, traffic signs, bridges, or City owned facilities within the City limits.
- Function as a lead worker coordinating and monitoring the work progress of maintenance workers, laborers, truck drivers and equipment operators in snow and ice removal activities, spring and fall sweeps, street repair and general maintenance.
- Function as a lead worker performing manual labor with crews engaged in the maintenance and care of City bridges and areas surrounding the bridges, including sidewalks, paving, grass and concrete.
- Function as lead worker over crews engaged in solid waste and recycling material collection activities, organize work activities, for specific assignments.
- Assist Foreman in the resolution complaints and work requests.
- Assist in resolution of personnel issues.
- Train subordinates in all facets of the job, or arrange for training, including equipment operation, safety procedures and operational policies and procedures.
- Drive, operate and maintain high-pressure water flushers, cleaners, vacuum equipment, jackhammer, backhoe trucks and vans.
- Maintain records of time for payroll purposes and is responsible for other routine records and paperwork of time, materials, tools used, etc.
- Work with city departments and citizens to answer questions and resolve complaints and problems.
- May assist with the following:
- Sandblasting and shot-creting in the building of retaining walls and other structures.
- Repair and seal holes in roadways.
- Install, maintain repair or remove fences, guard rails, rails and retention walls.
- Excavate for the repair of roadways and bridges.
- Replacement and monitoring of traffic calming devices.
- Repair and/or replacement of traffic devices.
- Installation and maintenance of informational and traffic movement signs.
- Repair and/or replacement of catch basins.
- Maintenance of holding ponds and pumping stations.
- Flushing and inspecting sewers.
- Coordinate tag and tow operations and placement of signs, barricades and cones.
- Take responsibility for mixing and application of toxic chemicals and the disposal of hazardous waste.
- Assist in all "snow emergency" operations, ice and graffiti removal, etc.
- Drive collection trucks to work sites to aide collection or service crews.
WORKING CONDITIONS: Constant exposure to the elements, dust, dirt, chemicals, loud noises, gases and traffic.
Maintenance Crew Leaders may be required to work nights, weekend shifts and/or holidays.

Required Qualifications

Minimum Qualifications: High school diploma or equivalent. Minimum Experience: Two years of experience in Surface Water & Sewers or equivalent
Licenses/Certificates:
- Ability to maintain a valid Class B Commercial Driver's License with Tanker Endorsement.
- Class S-D Wastewater Treatment Facility Operator Certificate or the ability to obtain one within one (1) year
Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Selection Process The examination/selection process for this position may consist of a rating of training and experience, or written exam (80%) and seniority (20%). Since the examination selection process may consist of a rating of training and experience, it is to your advantage to be as complete and thorough on your application form, supplemental questions and other support documentation/materials as is possible. Minimum passing score 70.00. At each step of the selection process, the department reserves the right to limit the number of applicants to be tested. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.
Union Representation This position is represented by a collective bargaining agreement between the City of Minneapolis and the Laborers Local 363 (CLB) Eligible List The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 1 month after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

- Sewer positions require a CDL Tanker Endorsement.
- Considerable knowledge of all aspects of the division assigned to, including occupational hazards and safety precautions.
- Considerable knowledge of tools, equipment and techniques necessary for satisfactory completion of duties.
- Working knowledge of computers and computer inventory system, and payroll.
- Working knowledge of standards of hazards and the standard precautions to be used in the performance of assigned duties.
- Ability to supervise and train subordinate personnel.
- Ability to maintain records and prepare routine reports on work activities supervised.
