What You'll Do

The Cyber Package Technical Lead serves as the senior technical authority supporting a JCOIC Cyber Action Team. This role is responsible for overseeing cybersecurity-related activities across system interfaces, ensuring compliance with RMF requirements, and driving coordination among stakeholders to support ATO/ATC processes. The ideal candidate brings strong technical leadership, risk management expertise, and the ability to guide teams through complex cybersecurity and system integration challenges.

Key Responsibilities

  • Serve as the senior resource overseeing a JCOIC Cyber Action Team and associated cybersecurity efforts
  • Interface with System Owners, System Stewards, Office of Information Security (OIS), Office of Information Technology, Product Owners, vendor project managers, and other stakeholders to manage JCOIC-driven tasks for interfaces requiring cybersecurity review
  • Provide Director- and Executive-level reporting on interface status, risks, and cybersecurity activities
  • Oversee the review and quality assurance of technical artifacts prior to submission for Authority to Connect (ATC)
  • Lead, mentor, and manage a team of cybersecurity professionals, fostering technical growth and accountability
  • Provide tactical leadership by delegating and monitoring technical and project-related tasks, delivering constructive feedback, and partnering with the Cyber Lead on personnel matters
  • Develop and deliver technical strategies and guidance for implementing the Risk Management Framework (RMF) in support of VA ATO/ATC activities
  • Coordinate with OIS stakeholders to ensure timely development and submission of required technical artifacts, while identifying potential cyber and schedule risks
  • Identify, document, and proactively communicate cybersecurity, schedule, and program risks to stakeholders
  • Partner with the JCOIC Cyber Lead to escalate and prioritize critical activities as needed
  • Resolve complex technical and project issues related to system interfaces across ATO, ATC, and connectivity lifecycles
Requirements
  • Proven experience in cybersecurity, RMF implementation, and ATO/ATC processes
  • Demonstrated leadership experience managing technical teams
  • Strong understanding of system interfaces, cybersecurity requirements, and federal IT environments
  • Experience coordinating with cross-functional stakeholders and executive leadership
  • Ability to manage multiple priorities and solve complex technical challenges

Preferred Experience

  • Experience supporting VA or other federal agencies
  • Familiarity with JCOIC processes and cybersecurity frameworks within government environments
  • Relevant cybersecurity certifications (e.g., CISSP, CISM, or equivalent)
