Evolver is seeking a Business Development Manager (BDM) to support and drive growth across federal civilian customers, with a focus on IT, cybersecurity, digital transformation, and security solutions.

This role is designed as a midcareer, hands-on business development and capture professional who can independently own and execute opportunities while collaborating closely with Business Development Executives, technical leaders, proposal teams, and operations. The BDM manages defined pursuits and portions of accounts, translating customer insight into executable capture strategies that improve probability of win (pWin).

Key Responsibilities

Business Development Operations & Capture Execution



  • Lead Federal opportunity research across publicly available information and subscription based services
  • Own assigned opportunities from identification and qualification through proposal submission and contract award, under the guidance of senior BD leadership.
  • Develop and maintain opportunity strategies, capture plans, gate reviews, and win themes aligned to customer needs and organizational strengths.
  • Serve as the "voice of the customer" for assigned pursuits, ensuring customer issues, pain points, and priorities are reflected in solution design and proposals.
  • Support bid/no-bid decisions with sound analysis of customer fit, competition, and probability of win.


Customer Engagement & Market Intelligence



  • Work across Growth team to operationalize and conduct daily opportunity reviews and upfront analysis of opportunities to progress into pipeline
  • Conduct customer research through direct engagement and open-source analysis to identify needs, drivers, and acquisition strategies.
  • Build and maintain relationships with customer stakeholders, partners, and internal teams to shape opportunities and influence outcomes.
  • Assist in shaping RFP requirements and acquisition strategies where appropriate.


Teaming & Solution Development



  • Contribute to teaming strategies by identifying, assessing, and engaging industry partners.
  • Support drafting and coordination of teaming agreements, scope alignment, and workshare recommendations.
  • Collaborate with technical, management, pricing, and proposal staff to develop compliant, compelling, and differentiated solutions.
  • Assist in identifying and positioning key personnel to meet and exceed RFP requirements, working closely with Talent Acquisition.


Proposal & Gate Review Support



  • Actively participate in proposal color reviews, orals preparation, and executive reviews.
  • Assist in developing executive summaries, win stories, and proposal messaging that resonate both analytically and emotionally with customers.
  • Capture and incorporate feedback from color teams and leadership reviews into updated capture and proposal strategies.


Pipeline & Reporting



  • Function as CRM Administrator. Develop reports, dashboards, automate metrics
  • Maintain accurate and timely updates within CRM and internal tracking systems.
  • Manage multiple opportunities at varying stages of maturity.
  • Provide regular status updates on assigned pursuits, risks, and mitigation plans.



Basic Qualifications



  • Bachelor's degree in a related field or equivalent relevant professional experience.
  • 2 years of experience in business development, capture management, program management, or federal proposal support.
  • 2 years of experience supporting or leading federal opportunities through the capture and proposal lifecycle.
  • 2 years of experience in the federal procurement processes, acquisition vehicles, and proposal development.


Preferred Qualifications



  • 2-5 years of experience in business development, capture management, program management, or federal proposal support.
  • Experience collaborating with senior government and industry stakeholders.
  • Strong business writing, analytical, and presentation skills.
  • Familiarity with Salesforce CRM and opportunity tracking tools.
  • Ability to manage multiple priorities in a deadline-driven environment.
  • Strong team orientation with the ability to work across technical, operational, and leadership teams.
  • Experience supporting or winning contracts in federal civilian agencies
  • Background in federal opportunity research across publicly available information and subscription based services
  • Experience contributing to account planning and growth strategies.
  • Experience supporting pricing strategy development and competitive analysis.
