Civil Engineering Project Advisor (PE), Water & Wastewater, Richardson, TX

Halff has an immediate opening for an experienced Professional Civil Engineer (PE) to serve as a Project Advisor within our Water & Wastewater practice in Richardson, TX. This senior-level role provides a unique opportunity to offer strategic leadership and technical expertise while helping expand Halff's water and wastewater presence across Texas. The ideal candidate brings 10+ years of experience delivering water utility projects, including treatment facilities, pump stations, storage systems, and pipeline infrastructure. This position offers long-term growth, leadership influence, and the opportunity for employee ownership in a people-first, employee-owned firm.

What you will do:



  • Provide technical and strategic guidance to project stakeholders and leadership across water and wastewater projects.
  • Lead planning, design, and evaluation of civil engineering systems, including treatment plants, pump stations, pipelines, storage, and related infrastructure.
  • Establish design criteria and specifications by analyzing flow rates, loading conditions, material stresses, and regulatory requirements.
  • Review and interpret drawings, surveys, maps, reports, aerial photography, and geotechnical data to support project planning and execution.
  • Communicate complex engineering concepts clearly to clients, public officials, and multidisciplinary teams.
  • Develop cost estimates for materials, equipment, and labor.
  • Collaborate closely with architects, surveyors, contractors, and internal teams to ensure successful project delivery.
  • Monitor project progress to ensure compliance with design standards, safety requirements, and regulatory criteria.
  • Perform site visits, inspections, and evaluations throughout design and construction phases.
  • Support business development efforts and mentor technical staff as needed.
  • Perform other related duties as assigned.


What you will need:



  • Bachelor's or Master's degree in Civil or Environmental Engineering (ABET-accredited).
  • Professional Engineer (PE) license in the State of Texas.
  • Minimum 10 years of experience in water and wastewater project delivery.
  • Strong knowledge of civil engineering principles, practices, and tools specific to water and wastewater infrastructure.
  • Working knowledge of local, state, and regulatory codes and standards.
  • Proven project management and leadership experience.
  • Excellent written and verbal communication skills with technical and non-technical audiences.
  • Business development experience preferred.
  • Highly detail-oriented with strong problem-solving and decision-making skills.
  • Ability to manage multiple priorities while maintaining quality and integrity.
  • Willingness to travel to project and construction sites as needed.
  • Ability to perform site visits and occasional lifting (up to 20 lbs).
