Military Flight Controls Division Supporting aircraft worldwide, Parker Aerospace's Military Flight Controls Division (MFCD) provides primary and secondary flight control systems that make flight possible. Tested, proven and trusted in commercial and military applications for decades, MFCD provides precise position-control actuation solutions for military aircraft across the United States and with foreign partners. The division's JetPipe electrohydraulic servovalve (EHSV) technology is used across commercial and military aircraft around the world. Headquartered in Irvine, California, the Military Flight Controls Division is the global leader in fly-by-wire flight control systems and electrohydraulic products and offers the world's most advanced motor design capabilities for flight controls. Position Summary Broad responsibility for managing company programs and implementing policies in a specialized and/or centralized function. Serves as a subject matter expert, advisor, and consultant to top management on company programs of significant scope, responsibility, and complexity. Typically, a non-supervisory staff function at the division or group level. Responsibilities 1. Applies comprehensive knowledge in a unique area of expertise to develop and manage company programs and perform complex assignments and analyses. 2. Formulates program objectives; designs, develops, and implements systems and procedures of a complex nature to meet future business needs or regulatory requirements. Has broad responsibility to coordinate implementation efforts across the division or group. 3. Recommends actions to division/group leadership team regarding policies and procedures on critical matters by analyzing and interpreting data and making complex comparative analyses. Researches and interprets complex policies and regulations. Develops proposed changes in methods and policies within the division/group that may require corporate or external involvement and/or review. 4. Ensures program guidelines comply with company policy, legal requirements, and applicable government regulations. 5. Establishes program goals and objectives and obtains resources and commitments required to complete critical projects. Assesses program risks and develops contingency and communication plans to ensure implementation and ongoing successful performance. 6. Establishes program reporting systems. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project/program issues and develops unique solutions to meet goals and objectives. 7. Represents company on specific projects and program responsibilities including audits and/or program reviews. Builds and maintains effective communication and relationships through frequent interaction with industry peers, government agencies, external vendors and customers as appropriate. 8. Shares specialized knowledge with others; may provide formal training and communication in focused areas of expertise. Trains and mentors less experienced employees. Work assignments include cross-functional or project team responsibilities requiring understanding of internal customers and operational challenges. 9. Complies with federal and state legal requirements and professional standards. Studies existing and new legislation, enforces adherence to requirements, and advises management on needed actions. 10. Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing professional networks, and active participation in professional societies. 11. Responsible for site demand management of Sales, Inventory, Operations & Planning (SIOP) process. 12. Responsible for management of business development for site. Qualifications Bachelors degree (BA) in Business Administration Required. Related field required and experience which has provided both theoretical and practical knowledge in the field. PMP certification required. Demonstrated ability to perform the essential functions of the job typically acquired through fifteen (15) or more years of increasingly responsible related experience including two or more years managing programs or projects of significant scope and responsibility. Advanced degree and P&L margin analysis experience desired. Comprehensive knowledge of principles, industry practices, regulations, and policies in area of administrative responsibility. Knowledge of complex legal and regulatory requirements related to program administration. Able to apply general program management techniques to establish program plans and report status utilizing program management software. Ability to effectively assess, lead, and implement programmatic changes in critical and/or high-impact areas. Ability to work on most complex and/or sensitive problems where analysis of situations or data requires an evaluation of intangible variables and/or incomplete data; understand problems from a broad, long-term perspective. Ability to read, analyze, and interpret complex policies and recommend changes to procedures. Ability to respond to significant inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to effectively communicate and present information to team members, team leaders, customers, and top management. Proficient with standard business applications software (e.g. databases, spreadsheets, etc.) Ability to effectively demonstrate effective business skills and participate in goal-setting, performance feedback, and self-development activities.
