Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. The QARC Specialist is responsible for supporting the QARC Department in operating systems, completing projects, and supporting compliance for a broad range of services including behavioral health, medical services, employment, housing, and other support services. The QARC Specialist is responsible for assisting QARC activities related to contractual requirements and federal, state, and local government regulations. This position demands strong organizational skills, attention to detail, and the ability to manage confidential information with the utmost integrity. This position also requires the ability to evaluate options, make key decisions, and act independently. Schedule: Monday - Friday, (8:30am - 5:00pm) Location: Administration (232 NW 6th Ave, Portland, OR 97209) Compensation: $62,025.60-$80,641.60/annually *This range is influenced by professional experience* REQUIRED QUALIFICATIONS:
- Bachelor's degree in social sciences, business or public administration, a health-care related field or another relevant field of study.
- 2 years of experience in a social services, healthcare, professional office worker, or comparable role.
- Demonstrated history and capability in completing high-risk, confidential, detail oriented work with a high degree of accountability and reliability.
- High degree of computer literacy required, including ability to learn new software and systems.
- Must pass a pre-employment drug screen, TB test, and background check. This includes clearance by the DHS Background Check Unit.

PREFERRED QUALIFICATIONS:
- Knowledge of health care systems, particularly knowledge of primary care, mental health and substance abuse, community health care, and/or Federally Qualified Health Center regulations.
- Familiarity with a variety of the quality, risk, and compliance field's concepts, practices, and procedures, especially the elements of an effective compliance program.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Independently assess incoming reports and make decisions about what constitutes appropriate action based on independent judgment related to knowledge of department and company legal requirements. Direct other CCC staff in appropriate action, assess compliance with direction and document staff performance related to expectation, independently determine whether compliance meets expected standard or whether disciplinary action or remediation is necessary, and communicate recommendations for disciplinary or remediation steps to management.
- Work with the QARC team support the management and continuous improvement of operating systems to support QARC projects, filings, and initiatives as assigned by the QARC leadership team.
- Collaborate with supervisor and senior staff, analyze qualitative and quantitative data to identify trends, disparities, and opportunities for improvement. Assist with the development and presentation of recommendations to leadership based on results of analyses.
- Work with supervisors and senior staff, assist with the development and implementation of quality assurance, risk, and compliance improvement projects and quality assurance, risk, and compliance project coordination.
- Work with the QARC team, including assisting with special projects and tasks such as document drafting and data entry.
- As a member of the QARC operations team, hold regular daily responsibility to independently manage multiple data systems owned by QARC and essential to the business operations of CCC, including, but not limited to, IR, LCA desk, Modio database, and the Safety 101 data system. Perform routine data entry of highly technical information and perform continuous self-assessment of work to catch and correct errors.
- Manage regularly scheduled trainings regarding key areas of compliance, such as HIPAA, 42 CFR part 2, Medicare/Medicaid fraud, waste, and abuse, records release, and other compliance obligations.
- Communicate regularly and persuasively with a wide range of company staff to collect needed information, ensure action items are completed, and advance ongoing projects. Respond to program queries about QARC issues as assigned.
- Demonstrate personal attentiveness, responsiveness, and prompt follow-up to all internal and external stakeholders.
- Support administrative departments in a variety of compliance related tasks as assigned.
- Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
- Participate in professional development activities and attend all mandatory CCC trainings in a timely manner.
- Perform other duties as assigned.
