Job Description

We have an opening for a Superblock (SBK) Quality Leader to provide programmatic and administrative leadership, strategy, and direction for the various compliance functions and disciplines in support of the SBK facility. You will effectively establish, implement, and continually improve nuclear-activity compliance to ensure programs and processes meet the requirements of the consensus standard American Society Mechanical Engineers (ASME) NQA-1. This position programmatically reports to the Superblock Compliance & Assurance Director and is within the Strategic Deterrence Directorate.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

  • Implement new nuclear compliance program development in support of both the facility and research program.
  • Prepare or solicit proposals for programmatic change with potential and/or existing customers/sponsors.
  • Ensure that nuclear facility compliance status, risks, and strategies are communicated to senior leadership and customers/sponsors in a timely and effective manner.
  • Use specific knowledge about one or more nuclear activity areas to research, plan, communicate and coordinate integration of nuclear compliance into the nuclear facility.
  • Provide technical and organizational leadership to multi-disciplinary project teams.
  • Plan and direct assigned projects from initiation through delivery and closing, coordinating as required with customers/sponsors, Lawrence Livermore National Laboratory management, and other stakeholders.
  • Develop innovative solutions to highly complex and unusual circumstances that have quality attributes associated with them.
  • Lead, coordinate, and participate in activities related to recruiting, hiring, training, career development, performance management, and salary administration. This includes offering career counseling, mentoring, and coaching, as well as monitoring employee performance goals to address programmatic staffing, employee development, and performance needs effectively.
  • Perform other duties as assigned.

Additional job responsibilities, at the SEL.5 level

  • Responsible for making or influencing program-level decisions that ensure that project and program are met.
  • Plan and direct assigned projects from initiation through delivery and closing, coordinating as required with regulatory bodies.
  • Provide autonomous strategic direction for nuclear compliance initiatives.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Engineering, or related technical area, or equivalent significant related experience.
  • Previous or current qualification as an NQA-1 Lead Auditor.
  • Highly advanced experience and demonstrated knowledge and ability in the implementation of ASME NQA-1 requirements with emphasis on design, procurement, control of items, material traceability, records, shipping/handling, test and inspection control, and special processes.
  • Advanced experience in Non-Conformance Reporting (NCR) and Commercial Grade Dedication (CGD) processes and strong knowledge of engineering principles and procedures, design guides, appropriate standards and administrative practices.
  • Familiarity with Codes and Standards such as: ASME, American Welding Society (AWS), Underwriters Laboratory (UL), National Electrical Manufacturers Association (NEMA), ASTM International material standards (Materials, chemical analysis methods, welding, leak testing, pressure testing), Commercial Grade Dedication documents.
  • Subject matter expertisein application and development of Quality System programs.
  • Expertise in preparing, reviewing, and approving technical documents that support procurement actions, including installation instructions, verifications, acceptance, and testing documents.
  • Expert communication, facilitation, collaboration, and interpersonal skills necessary to effectively present, explain, influence, and advise senior management and/or external sponsors.
  • Significant experience effectively working in small, multi-disciplinary teams with experience interacting and collaborating with all levels of technical staff, managers, vendors, and external contacts.

Additional qualifications at the SEL.5 level

  • Extensive experienceimplementing, overseeing, and assessing broad quality programs.
  • Extensive experience providing solutions to highly unusual, complex, and/or compliance issues that require in-depth analysis of multiple tangible and intangible factors and extremely creative/innovative approaches.
  • Extensive experience providing strategic direction for a quality group or to an enterprise regarding nuclear quality.

Qualifications We Desire

  • Demonstrated experience implementing Department of Energy Nuclear standards in an ASME NQA-1 environment.
  • Advanced experience with quality programmatic efforts to support various activities such as research, fabrication, operations, or construction at a DOE facility or commercial Nuclear Power Plant or on Nuclear Construction Projects.
  • Advanced knowledge of industry, regulatory or complex codes, standards, and criteria pertinent to the particular engineering discipline (i.e. ASME Section III).
  • Experience in performing commercial grade item dedication and environmental equipment qualification to ensure that structures, systems, and components meet both technical and quality requirements.
  • Knowledge of DOE Documented Safety Analysis process and requirements.

Pay Range

$227,430 - $346,140 Annually

$227,430 - $288,396 Annually for the SEL.4 level

$272,970 - $346,140 Annually for the SEL.5 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
