Description

Manages the safety assurance portion of the company Safety Management Program by performing audits and evaluations, training, assessments, investigations, and other duties as required. This position has the responsibility and authority to view any reports, records, or documents related to compliance with Safety Management Program principals in all departments (except finance). Promotes proactive safety risk management and administers the company's Safety Assurance Program for all company departments and stations in accordance with the Company Safety Management System (SMS). Uses independent judgment and authority to develop, maintain and enforce key Safety Assurance Programs as outlined below.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

* Mange the company's Internal Audit Program (IEP) by assessing the effectiveness of each department's audit programs, policies, procedures, and overall regulatory compliance; advising departments on internal audit best practices and assisting in developing audit tools; training department managers in developing and using internal audits for safety assurance; designing the annual internal audit schedule and assisting with audits.

* Manage the company's Aviation Safety Action Program (ASAP) by scheduling and chairing Event Review Committee (ERC) meetings involving company management and representatives from the Federal Aviation Administration.

* Manage OSHA voluntary audit and compliance program.

* Mange Stormwater Pollution Prevention Program (SWPPP).

* Determine need for investigation in matters brought forth by managers and employees; conduct investigation if warranted and establish findings. Make recommendations to resolve any issues discovered through investigative process.

* Conduct investigations and root cause analysis for any accidents, incidents, or voluntary disclosures as requested by the Director of Safety and make recommendations to prevent future occurrences.

* Assist the Director of Safety with aircraft accident/incident investigations as requested. Provide an independent point of view and share input and/or recommendations with the Director of Safety.

* Assist in managing the company safety database (WBAT): hazard/safety reporting, injury reporting, ASAP, WSOP, and the issuing initial risk assessments based on these reports.

* Work directly with accountable executive (Chief Operating Officer) in deciding when to close WBAT reports.

* Provide safety management coverage when the Director of Safety is not available.

* Provide general safety training to employees.

* Assist with reporting and database management required by parent company.

* Coordinate with sister companies on best practices and program enhancements; provide support to their efforts when needed.

* Provide monthly safety newsletter, WBAT close out report, and ASAP summary report.

* Schedule and conduct regular safety committee meetings.

* Communicate irregularities, findings, concerns, and successes to the Director of Safety and affected department managers.

* Travel to operating sites as needed.

* Attend industry forums on Safety Management Systems and WBAT to keep up with the changing regulatory environment.

* Other duties as assigned.

Minimum Qualifications:

EDUCATION and/or EXPERIENCE:

* Requires minimum two years safety program management, occupational safety and health experience or equivalent; prefer five years.

* Prior experience developing constructive responses to the safety and training needs of the business is required.

* Prior experience working within a multi-disciplinary, safety sensitive work environment.

* Prior experience with internal evaluation programs and occupational safety.

* Requires the ability to evaluate possible options and confidently make independent decisions.

* Bachelor's degree in safety management, business, or related field preferred.

* Must demonstrate strong leadership and analytical ability.

* Experience working within the Web Based Assessment Tool (WBAT) database system preferred.

* Safety Officer Training, accredited safety management training, root cause analysis training and OSHA safety accreditation preferred.

* Travel to company sites is required.

* Must be able to pass a pre-employment drug test, a 5-year background check and a 10-year criminal records check.

* Must be available to work at other company locations as needed.

* Must have a current, valid Hawaii's drivers license, and clean driver's abstract.

COMPENSATION

This position has a starting salary range of $68,790 to $85,980 per year.

LANGUAGE AND COMMUNICATION SKILLS:

* Demonstrated ability to read, analyze, and interpret general business periodicals, professional journals, or government regulations.

* Demonstrated ability to write reports, business correspondence, and procedure manuals.

* Communicate effectively with a wide variety of audiences including senior level managers, regulatory agencies, contractors, employees, and others. This position has a high-level of contact with internal and external stakeholders.

* Ability to effectively present information and respond to questions from groups of managers, employees, customers, and the public.

STRESS ON THE JOB:

Positions at this level will encounter varying degrees of stress throughout the month, including some periods of high stress.

WORK ENVIRONMENT:

Some work is performed in an office environment with adequate lighting and ventilation and a normal range of temperature and noise level. However, this position is required to conduct observations and evaluations in other environments such as warehouse, maintenance hangar, outdoor airline ramp, etc. May be exposed to adverse weather conditions, fumes, wet surfaces, and icy conditions.

PHYSICAL EFFORT:

Most work requires normal physical effort.
