Position Overview

QinetiQ US is seeking a Senior Technical Analyst to support the development and improvement of RDT&E projects in the Department of War. The highly motivated candidate will provide leadership and guidance through knowledge, experience, and their ability to effectively manage and oversee current and emerging Research, Development and Technology projects. The candidate will help identify critical warfighter needs, initiate new projects, and provide program management and technical expertise in project execution to deliver impactful capability to the warfighter quickly.

The Senior Technical Systems Engineering and Technical Assistance (SETA)'s primary responsibilities are to guide and support multiple programs through development and expansion into additional mission sets. Responsibilities will include program management (Cradle-to-grave, cost, schedule and execution), engagements with performers, Program Executive Office (PEO) and Combatant Command (COCOM) partners. Additionally, this will include leading multi-disciplinary, multi-agency integrated product team and providing critical advice to the Government Program Manager when gaps are identified. This position will also lead program engagements with multiple Services to foster program integration and operationalization.



Responsibilities

    Interact with Service or Defense Agency Program Offices to leverage existing capabilities in new and innovative ways and to provide expertise in relevant technical disciplines.
  • Provide routine program management support to an RDT&E Program Manager including but not limited to scheduling industry days, coordinating with vendors to develop performance work statements, concept of operations, integrated master schedules, schedule meetings, budget planning, briefing materials, program execution plans etc.
  • Assists in the programmatic and technical management of complex Department of War (DoW) acquisition programs. Manages prototype efforts to maturation and transition to Service Programs of Record. Familiarity with Long Range Kill Chains, Aviation, Missile and or ISR programs.
  • Experience with rapid prototyping of new or modified military technologies to include program execution, test, and transition management
  • Experience with acquisition management of current and future projects, including the total cost, schedule, and performance.
  • Experience with Planning, Programming, Budgeting and Execution (PPBE) service contracting and financial execution
  • Will draft oral, physical (power point) and written (White papers) to communicate the status of prototype efforts, risks/opportunities, and transition

  • Drafts Program Management Plans and is familiar with Acquisition Program Baselines (APB)

  • Manages Integrated Master Schedules (IMS) and Integrated Master Plans (IMP) from performers and produces and manages the overall plan and schedule for each prototype effort

  • Manages risk items across programs

  • Leads development of acquisition products and materials in support of transition and transition partner Milestone Decision Authority gates.
  • Oversee collaborative development of requirements and programmatic documents (MOUs, SOWs, Project Outlines, etc.) with Service stakeholders such as USAF and USN partners
  • Special projects as desired


Required Qualifications

  • 15 Years of experience in program managerment or engineering a minimum of 8-10 years of program management experience, with at least 5 years in a DoD acquisition environment or related field.
  • In-depth knowledge of DoD 5000 series instructions, the Adaptive Acquisition Framework (AAF), and the Federal Acquisition Regulation (FAR).
  • PMP or DAWIA level 2-3 certification in Program Management, Science and Technology Manager, or Engineering
  • 5 days a week onsite in Chantilly
  • Ability to travel 25% to CONUS and OCONUS locations

Preferred Qualifications

  • Master's degree in Engineering or Program Management
  • Previous experience supporting RDT&E orgnaizations
  • Previous experience with SAP and/or STO
