Position Summary:

This leadership position provides strategic direction and management for the GIS Data Integrity teams for Duke Energy that ensures grid data "systems of record" for the electric distribution business unit achieves data accuracy expectations and requirements that are reliable, traceable, verifiable, and complete. This includes all aspects of the Geographic Information System (GIS) and assigned initiatives. These systems are mission critical and enable the electric distribution, and transmission business units to safely operate while evaluating risk, prioritizing projects, and making data driven decisions. This position is also responsible for the quality of GIS data and therefore provides insights into the business on the quality of the GIS data by implementing and supporting QA/QC GIS analytics across the enterprise.

The asset data and information maintained and analyzed by the teams serve as the foundation for other major control systems and key business activities including Distribution Integrity Management; Reliability Engineering; Major Projects; Equipment Audits and Inspections; Underground Locates (811); System Planning; Emergency Planning and Response (System Outages); Aerial Patrols; Annual Reporting for State and Federal agencies such as FERC; Field Customer Service; Sales, etc. This leader is accountable for PGO's role in executing the vision and strategy to improve data collection, data quality, data accuracy and data analysis in support of the company's path to Net Zero.

This leader supports electric distribution in multiple states and is responsible for directing multiple teams leading FTE's and contingent workers comprising of People Leaders, Leads, and Technologists who perform various technical activities to ensure facility and asset information is entered and maintained in the GIS as "the system of record" for asset location and physical attribute data. The position is responsible for directing the strategic quality assurance/quality control of asset data that ensures electric asset data meets quality standards and is accessible to the business.

This position requires a high degree of initiative, understanding and judgment in order to recognize and respond to the challenges inherent to data requirements, security, cartography, spatial analysis and programming languages such as SQL and Python. The incumbent works closely with stakeholders throughout the company as well as IT leaders. The position requires independent thinking, GIS expertise, superior decision making, strong employee and team motivation along with a drive to innovate in the space of data and GIS. The leader must demonstrate an ability to foster an environment of organizational accountability which demonstrates high performance standards and employee ownership for daily job functions.

Responsibilities:

Create, Staff and Lead the Grid Asset Data Integrity Team:

  • Set organizational goals, provide leadership, oversight, management, delegation and coordination of various internal and external organizations.

  • Act as the GIS visionary leader and/or Business Sponsor to ensure projects align with the company's long-term strategy.

  • Communicates vision and roadmap to team that contributes to the success of the grid asset and data integrity team.

Represent the Organization Internally and Externally.

  • Act as the key liaison between field operations, design, field engineering, IT, distribution control centers, external vendors, etc., to ensure asset management related business processes are optimally performed.

  • Maintain intimate knowledge of strategic objectives of the company and keep up with changing business drivers and new supporting technologies to ensure performance and compliance.

  • Maintain effective and on-going communication and dialogue with all distribution, transmission or natural gas departments regarding key items such as GIS strategy & direction, goal setting, status and performance, compliance with regulatory and Company requirements.

Ensure Efficient Data Capture and Quality.

  • Lead the overall department's efforts to acquire and record asset data efficiently

  • Drive the highest level of quality by establishing organizational roadmaps; developing policies and procedures; defining training; working with operations leadership; applying QA/QC methodologies, etc.

  • Monitors team results to identify opportunities for improvement.

  • Initiates actions to ensure objectives are achieved and improvement opportunities are addressed.

  • Monitors and adjusts work plans to ensure completion of work within schedule, standards and financial constraints.

Provide Long Term Vision.

  • Act as GIS/Asset Records visionary SME and Business Sponsor on IT and Data Quality projects to ensure the multitude of projects align with the long-term strategy.

Leadership, Development, and Mentoring.

  • Develop and lead high-performance team to ensure event free, system reliability, growth, and program/project goals are achieved.

  • Provide coaching, direction, mentoring, and leadership to career path staff/team members.

  • Share tools, learnings, expertise in manner consistent with corporate leadership.

  • Serve as model of leadership for change.

Required/Basic Qualifications
  • Bachelor's degree in Geography, Geology, Information Technology or Other Related Degree

  • In addition to required degree, eight (8) or more years related work experience

  • In lieu of Bachelor's degree(s) AND eight (8) or more years related work experience listed above, High School/GED AND nine (8) or more years related work experience

Additional Preferred Qualifications
  • Master's Degree - Business or Technical

  • Expertise in: GIS; ESRI Portal; ESRI Utility Network, ESRI ArcGIS; Data Quality; Databases; Project Management

  • Demonstrated ability leading multiple work groups

  • Experience managing an organization across multi-jurisdictional/state boundaries

  • Strong interpersonal and analytical skills and the ability to work collaboratively across organizations.

  • Highly developed written and verbal communication skills to express ideas and influence a wide audience.

  • Demonstrated ability to motivate team members

  • Demonstrated ability to implement and lead others through changes

  • Understanding or experience in a variety of engineering, construction, and operating areas within the electric or natural gas utility.

  • Understanding of distribution reliability drivers & solutions.

  • Demonstrated strategic thinking and problem-solving skills

  • Demonstrated influencing and negotiation skills

  • Ability to perform complex team functions and/or lead independent matrixed work teams to achieve business goals

  • Demonstrated ability to manage large, complex budgets.

  • Demonstrated ability to motivate and lead a diverse team of management professionals across multiple geographic locations.

  • Demonstrated verbal and written communication skills and ability to work with high levels of Company leadership.

  • Ability to understand what activities must be undertaken within a functional area to achieve the goals of the organization.

  • Ability to define problems, collect data, deal with abstract variables, and draw valid conclusions.

  • Demonstrated ability to monitor and achieve financial and operational objectives

  • Demonstrated working knowledge of distribution, transmission or natural gas systems and equipment and associated safety policies, practices, and procedures.

  • Strong understanding of advanced spatial analysis practices

  • Strong knowledge of Distribution, Transmission and/or Natural Gas, Technology Processes, and Regulatory Requirements

  • Effective conflict management skills

  • Ability to interact effectively with both business and technical staff

  • Ability to work with internal and external customers

  • Experience leading and developing business cases

  • Experience leading the creation of data driven decision making and KPIs

  • Ability to identify and execute continuous improvement initiatives

  • Certified GIS Professional (GISP) Certification

  • Project Management Professional (PMP) Certification

Working Conditions
  • Hybrid - Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable commute to the designated Duke Energy facility.

  • Position requires periods of sitting at desk and working with computers.

  • It may also require occasional walking over uneven terrain.

  • Requires occasional overnight travel.

  • The position provides company storm support.
