The Position

East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for a Wastewater Control Inspector II position in the Wastewater Environmental Services Division. This position plays a central role in coordinating with property owners, contractors, HOAs, commercial parcel groups, and City Inspectors to support compliance under the Regional Private Sewer Lateral (PSL) Ordinance and the Federal Wet Weather Consent Decree; assisting with program data management; and supporting customer outreach and education efforts.

This recruitment will fill a full-time vacancy within the Private Sewer Lateral Section. A Wastewater Control Inspector II in the PSL Section works closely with homeowners, plumbing contractors, city inspectors and other stakeholders, utilizes safe practices and procedures to perform inspections of residential and commercial private sewer laterals, and accurately record observations and inspection data.

The list created from this recruitment may also be used to fill future vacancies within the Environmental Services Division, including Wastewater Control Inspector II positions within the Source Control Section. Source Control related duties may include performing inspections of industrial and commercial facilities; biosolids land application and disposal sites; and food service establishments in support of EBMUD's Fats, Oils, and Grease Program. Wastewater Control Inspectors perform investigations to identify sources that negatively impact community sewers, the wastewater treatment plant, and San Francisco Bay. They collect water, wastewater, and soil samples, and perform a variety of tests in the field.

Typical duties include:

*Inspecting private sewer lateral test equipment setups and monitoring water and air tests to assess compliance with the Regional Private Sewer Lateral Ordinance.

*Performing sampling of wastewater discharges from industrial facilities and domestic wastewater from EBMUD and community sewer systems.

*Identifying safety concerns when performing field inspections and investigations.

*Reviewing documents such as discharge permits, inspection reports, and laboratory analytical reports.

*Making observations at commercial and industrial facilities to assess compliance with wastewater discharge permit, EBMUD Sewer Ordinance, and federal pretreatment program requirements.

*Performing investigations of sanitary sewer overflows, receiving water samples, and investigating incidences of unusual conditions at the wastewater treatment plant.

*Performing laboratory tests in the field and collecting, transporting, storing, and preserving samples in accordance with standard methods and EPA regulations.

*Accurately recording field test results as well as documenting observations and communications during inspections and investigations.

*Communicating with industrial and commercial facility contacts to discuss permit violations, enforcement actions, and waste minimization opportunities.

The salary range is $9,089 per month increasing to $9,543, $10,020, $10,521, and $11,047 after 6, 18, 30, and 42 months, respectively.

Requirements

1.Completion of twelfth grade or its equivalent*, AND

2a.Two years of experience in chemical, biological laboratory, or closely related science-based work providing a knowledge of wastewater treatment, water pollution, or other comparable industrial or commercial pollution prevention processes supplemented by satisfactory completion of college level laboratory, wastewater technology, or related coursework; OR

2b. One year as a Wastewater Control Inspector I with EBMUD.

3. Possession of a valid California driver's license and a satisfactory driving record.

The Selection Process

1.Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, April 10, 2026. Only application materials submitted online during the filing period will be accepted.

2.Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3.All qualified applications and supplemental responses will be competitively evaluated, with those candidates demonstrating the strongest qualifications for the position to be invited to a panel interview.

4.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5.The probation period for this position is 6 months. For those holding civil service status the probation period is 6 months.

6.All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
