The Utility Coordinator is responsible for managing communication and coordination between internal project teams, utility owners, regulatory agencies, and contractors to support infrastructure and transportation projects across Pennsylvania and Virginia. This role ensures timely identification, verification, documentation, and resolution of utility conflicts while supporting project schedules, regulatory compliance, and construction readiness.

The Utility Coordinator plays a critical role in minimizing utility-related risks by serving as a central point of contact for all utility coordination activities throughout planning, design, and construction phases. The position requires strong organizational skills, attention to detail, and the ability to manage multiple stakeholders and project deadlines simultaneously.

Responsibilities include, but are not limited to:

• Performs plans reading and acts as liaison between designers, utility agencies and owner on behalf of clients.
• Identification of utility conflicts through a thorough examination and understanding of existing utility infrastructure and proposed project scope of work.
• Creation and maintenance of a Utility Conflict Matrix, Relocation Matrix, and utility relocation schedules.
• Conducts utility coordination meetings, documents meeting minutes and maintains files of all activities for each utility agency.
• Performs follow-up of meeting action items to assure effective coordination results.
• Communicates verbally and formally the status of coordination activities to keep project team informed regarding utilities.

Qualifications:

• Work at this level usually requires two-four plus years of technical/utility coordination experience.
• Work at this level usually requires two-four plus years of technical/utility coordination experience.
• Department of Transportation (PENNDOT / VDOT) utility coordination experience is recommended. UC certification a bonus.
• The successful candidate should bring with them a good background in the Municipal, Highway or Utility engineering industry.
• Candidates must have a knowledge of Utility Coordination practices, right-of-way management, utility design and construction and SUE mapping.
• The candidate must possess good presentation skills, and most importantly an outgoing personality and strong desire to succeed.
• Valid driver's license and a reliable vehicle is required, as travel to meetings is sometimes required.
