About the Opportunity:

Washington County Department of Finance is now recruiting a Payroll Supervisor to join our Operations team. This position reports directly to the Finance Operations Manager and is responsible for overseeing essential payroll operations and serves as a backup resource for all functions within the work unit.

Duties include:

  • Prepare, review and post payroll journal entries to the County financial system and reconcile general ledger payroll account balances; review payroll payments and invoices.

  • Ensure that payroll and payroll related reports are processed accurately and timely.

  • Ensure payroll policies, procedures, and financial systems are in compliance with federal and state regulations; ensure proper internal control procedures.

  • Process and submit semi-weekly, quarterly and annual payroll tax returns; ensure compliance with statutory policies and procedures.

  • Prepare and maintain payroll related information and schedules for use by independent auditors.

  • Assist in testing proposed changes to the ERP system and provide feedback and recommendations as necessary.

  • Supervise and coordinate the daily activities of the assigned payroll personnel.

This position may be eligible for hybrid work schedule.

Ideal Knowledge, Skills, and Abilities (KSAs):

  • Knowledge of financial principles and practices in local government, including payroll, tax collection, audits, and internal controls.

  • Knowledge of principles and practices of organization and management to lead process improvement and training initiatives.

  • Skill in identifying complex problems and developing solutions through data analysis and evaluation of options.

  • Ability to research and analyze operational and organizational problems and make fact-based recommendations.

  • Ability to prepare and deliver clear, persuasive oral presentations and written reports.

  • Ability to supervise, train, and evaluate personnel in financial policies and procedures.

Minimum Qualifications

Education and Experience:

  • Bachelor's Degree in public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND two (2) years of progressively responsible professional experience in administrative, operations, or similar analyses. OR

  • Associate Degree in public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND four (4) years of progressively responsible professional experience in administrative, operations, or similar analyses. OR

  • High School Diploma/GED; AND six (6) years of progressively responsible work experience in administrative, operations, budgetary, and similar analyses, of which at least two (2) years of this experience is in the public sector for a medium or large governmental unit.
