Job Description
Primary Purpose Leads the execution of complex projects by defining scope, managing resources, and ensuring deliverables meet quality, schedule, and budget requirements while fostering collaboration across teams.
Duties and Responsibilities
- Manages and directs a single large project or multiple projects within a department or business unit.
- Manages all activities leading to the successful completion of projects including project scoping, timelines, cost estimates, and design.
- Develops and maintains parameters for project requirements.
- Provides direction to contractors, consultants, and project teams.
- Coordinates input from and participation with various other departments within the Company as needed to meet project objective.
- Analyzes and determines regulatory impacts and requirements of the project.
- Builds business cases and justifications for projects designed to improve business processes and/or efficiency.
- Provides team/project goals and evaluates performance.
- Researches and evaluates available contractors and consultants.
- Prepares, negotiates, and approves or recommends approval of contracts and contract changes.
- Manages related workforce planning, budget analysis, and prepares budget forecasts.
- May be called upon to testify before and/or prepare supporting documentation for government agencies concerning cost estimates.
- This position is medium in scope (i.e., number of stakeholders, contractors, vendors, etc.). Typically works with Directors on projects that may be complex. May present updates to Directors or Executives.
- Develops, implements, and maintains DOT PHMSA, TRRC, and LDC&E compliance programs, and monitors pending regulatory changes to ensure alignment with federal and state requirements.
- Manages regulatory inspections, internal compliance assessments, and annual program audits, including data requests, inspection scheduling, analyses, gap mitigation, and enforcement responses.
- Interacts with employees and management at all levels and communicates with local, state, and federal regulatory agencies and consultants. Provides expertise to internal policy groups on regulatory impacts.
- Manages technical engineering related programs and projects that deliver department or company wide value.
- Participates as a leading contributor in industry technical committees (e.g., PRCI, API, AMPP, INGAA).
- Performs other duties as assigned.
Qualifications

Education
- Typically requires a 4 year degree in a relevant field, or equivalent combination of relevant education and experience.
Experience
- Typically requires 5 years of related experience.

- Documentation & Records Management - Creating, distributing, using, maintaining and disposition of recorded information maintained as evidence of business activities and transactions.
- Project Risk Management - The process of identifying, analyzing and responding to any risk that arises over the life cycle of a project to help the project remain on track and meet its goal.
- Budget Management - Estimates revenue and expenses over a specified future period of time, and re-evaluates these on a periodic basis.
- Project Quality Management - Ensures projects are delivered to an agreed quality.
- Data Analysis - Measuring and managing organization data, identifying methodological best practices and conducting statistical analyses.
- Requirements Management - The process of documenting, analyzing, tracing, prioritizing and agreeing on requirements and then controlling change and communicating to relevant stakeholders.
Preferred Qualifications
- 5+ years in a comparable role focused on compliance with federal and state DOT pipeline and underground natural gas storage regulations.
Work Schedule
HYBRID: Work a combination of onsite and remote days each week, typically 4 days per week onsite.

$103,500.00 - $163,500.00 / year
