Program Operations Manager/Team Lead - Ukraine

Versar Global Solutions (Versar) is seeking a Program Operations Manager and Team Lead to serve as the senior on-the-ground leader for the US Department of State's Bureau of International Narcotics and Law Enforcement Affairs' (INLS) Ukraine End Use Monitoring (EUM) program. This program ensures that US Government assets transferred by INL to the Government of Ukraine (GoU) are accounted for and used for their intended purposes in compliance with the Arms Export Control Act.

The Program Operations Manager/ Team Lead will serve as the senior on-the-ground leader for the Ukraine EUM program and s/he will lead overall execution, quality, and compliance of contract activities. S/he serves as the primary interface with the U.S. Government, including the Contracting Officer, Contracting Officer's Representative, and INL Kyiv leadership.

This position has full authority to act on behalf of Versar for all daily operational matters and is accountable for ensuring EUM activities are conducted in accordance with U.S. Government policy, contract requirements, and applicable security constraints.

Kyiv, Ukraine with periodic travel throughout Ukraine and limited travel to CONUS as required

What You'll Do:

  • Provide overall leadership and management of the Ukraine EUM contract, ensuring full compliance with the Performance Work Statement, U.S. Government policies, and Versar internal controls.
  • Serve as the primary point of contact with INL Kyiv, the COR, and other designated U.S. Government stakeholders.
  • Oversee planning, coordination, and execution of EUM activities, including asset handover support, inspections, site visits, and reporting.
  • Supervise and manage a dispersed team of Ukrainian national EUM monitoring personnel, including tasking, performance oversight, and quality control.
  • Ensure the timely submission and accuracy of all required deliverables, including monthly reports, annual summaries, serious incident reports, and supporting documentation.
  • Direct the development and implementation of the Quality Control Plan and ensure corrective actions are taken when deficiencies are identified.
  • Oversee travel planning, risk assessments, and operational decisions related to movement in high-risk or restricted environments, consistent with Government guidance.
  • Ensure that contractor personnel maintain clear contractor identification and do not perform inherently governmental functions.
  • Coordinate closely with Versar headquarters to ensure resourcing, staffing continuity, and surge capacity as program demands evolve.

What You'll Bring:

  • Bachelor's degree in international relations, security studies, public administration, logistics, or a related field.
  • Minimum of 10 years of progressively responsible experience managing U.S. Government-funded international programs, preferably in security assistance, compliance, logistics, or monitoring roles.
  • Demonstrated experience operating in conflict-affected, austere, or high-risk environments.
  • Proven ability to manage large, locally hired workforces and distributed field operations.
  • Strong understanding of accountability, compliance, and oversight requirements for U.S. Government-funded equipment or assistance.
  • Familiarity with Department of State or Department of Defense security assistance frameworks.
  • Experience coordinating with foreign partner ministries or law enforcement entities.
  • Must be proficient in English, both written and verbal, to ensure effective communication and collaboration.
  • Successful results of pre-employment screenings, including federal background check, MVR, and drug screen.
  • Comply with company drug and alcohol policy.
  • Be authorized to work in the US or will be authorized by the successful candidate's start date.

Preferred Qualifications:

  • Must be bilingual in Ukrainian and English.
  • Prior experience supporting End Use Monitoring, asset accountability, or related compliance programs.
