The Position

The Site Learning Manager is an integral role within the Oceanside Quality Site Compliance Team. This individual will have an entrepreneurial spirit and an agile mindset and be comfortable navigating the complexities of a GMP environment. Because this role operates within a decentralized Quality organization, the ability to collaborate effectively is paramount. Ideal candidates would have experience in a broad range of functional roles in support of biopharmaceutical production as well as experience as a training professional and/or Learning and Development specialist.

In this role, you will build strategic partnerships with customer groups, network teams, and vendors-leveraging data-driven insights to influence key decisions and proactively communicating across all levels. As a member of the extended Quality Leadership Team, you will lead high-impact projects and coach individuals throughout the organization, modeling excellence through your own professional behaviors. You will serve as the primary point of contact for Learn network initiatives, leading a decentralized, cross-functional team of Learning Business Partners to support all Oceanside Operations.

Reporting to the Head of Quality Site Compliance, you will oversee the site-wide governance of our cross-functional Learning Business Partners, with a dedicated focus on capability building. We are looking for a leader with deep technical expertise in at least one core area, who is eager to expand their mastery through project ownership and hands-on coaching. A steadfast quality mindset, paired with a strong background in Learning & Development and project management, will be essential to your success.

The Opportunity

The Site Learning Manager drives the strategy and execution that fuels organizational performance through targeted upskilling. You will cultivate an adaptive learning culture that is personalized, innovation-driven, and holistic. By establishing a robust learning ecosystem and knowledge management program, you will empower individuals to think systematically via the Roche Lean Production System-encouraging them to solve problems through analytical thinking and learn from collective successes and failures. In partnership with Learning Business Partners, you will integrate strategic connection points across Oceanside to ensure the right information reaches the right people at the right time.

The Site Learn Manager will champion and inspire alignment with network strategies and standards such as the Quality Management System (QMS), Competency Based Learning, and the Learning Management System (LMS). As a senior contributor, the Site Learn Manager is expected to challenge the status-quo and develop creative solutions within the framework of the Global Standards and processes and support the greater Roche Learn network. They partner proactively with key customers while being open and approachable with a friendly, positive and professional attitude. The Site Learn Manager will build systems, processes and behaviors with a focus on adult learning.

Job Responsibilities:

  • Lead the decentralized, cross-functional team of Learn Business Partners, coaching and empowering teammates to tackle complex problems, initiatives, and independent decision-making impacting operations and project schedules.

  • Deliver value through periodic leadership reviews, recommend process changes, establish business practices, and maintain frequent communication with internal and external stakeholders.

  • Provide guidance and context, ensuring consistent business and technical updates while managing team operations, projects, and diverse responsibilities effectively.

  • Applies cross-functional expertise in the context of Site objectives and must be able to maintain strong partnerships with Manufacturing, Quality, Facilities, Technology, and Global & Network Partners.

  • Organizational change agent delivering business results focused on improving business processes to improve reliability, increase simplicity.

  • Work is performed under limited direction and guidance, with general instructions on new assignments.

  • Exercises independent judgment and discretion on matters of significance more than 50% of the time.

This position requires strong adherence to compliance and safety requirements, cGMPs, SOPs, and other manufacturing documents. As with any position in a manufacturing environment, the job requires an ability to adapt to rapidly changing priorities and the flexibility to support operations in accordance with the manufacturing schedule.

Who you are

  • B.S. Degree with 8-11 years of experience in pharmaceutical/biotech or 6-9 years of experience with Master's Degree

  • Knowledge of learning theory, instructional design, and training delivery.You have a background in Training systems, operations and strategies.

  • Strong group facilitation skills, project management and organizational skills.

  • Experience leading in technical or operational function.

  • Ability to execute complex projects in a GMP environment.

  • Understand current GMP requirements and regulations.

  • Strong strategic thinker.

  • Possess excellent interpersonal and communication skills.

  • Strong problem solving and critical thinking skills.

The expected salary range for this position based on the primary location of California is $115,800 (min) - $215,000 (max) annual. Actual pay will be determined based on experience, qualifications, geographic location, and other job-related factors permitted by law. A discretionary annual bonus may be available based on individual and Company performance. This position also qualifies for the benefits detailed at the link provided below.
