The Duke Clinical and Translation Institute is looking for a Financial Management Analyst II to join our group. CTSI accelerates real-world translational research at Duke University by funding promising research projects, providing innovative resources, and facilitating nationwide collaborations between academic stakeholders and community leaders. This is done with support from the NIH Clinical and Translational Science Award and Duke Health.

CTSI is a unique organization in which we have several groups under our BFR umbrella that are not supported by CTSI funds but are managed by CTSI personnel, we refer to these are ancillary programs. These ancillary groups are categorized under the CTSI umbrella, require CTSI personnel to manage their financial portfolios, and CTSI allocates the effort of these CTSI personnel to the funding sources that belong to these ancillary groups. These ancillary programs have unique factors about them that are different from CTSI and require special handling when it comes to financial portfolio management including grant portfolios.

Minimum Requirements:

A Bachelor's degree in Accounting, Finance, Economics, Business Administration or a related field. CAP is desirable.

Work requires a minimum of six years' experience in financial management, cost accounting or a field directly related to specialized area of assignment.

Work Responsibilities:

Financial Management:

• Monitor and manage financial oversight for the CTSI ancillary groups, to include financial analysis, forecasting and projections, as well as annual budget development across all Tiers.
• Identify and make recommendations to the CAO and/or Finance Director regarding opportunities for improvement in operations and processes.
• Assist operations personnel, especially project leaders, as a resource to resolve financial issues on projects, provide financial forecasting/analysis, and monitor spending and compliance with Duke University policies.
• Provide monthly comprehensive financial reports for the ancillary groups by combining the RASR monthly grant reports with internal funding projections, so faculty have an overarching view of all programmatic funds to ensure good financial standing.
• Oversee financial and administrative management of the Project Baseline Health Study Biorepository, serving as the financial/administrative liaison between internal and external stakeholders.

Research Operations Support:

• Serve as liaison between faculty and the RASR PAL/GM1 to coordinate and support pre- and post-award activities.
• Provide SOM annual budgets for Tier 5 grant funds in the Ancillary programs, consulting with RASR as needed.
• Serve as POC to RASR for research finance and administration issues, facilitating compliance monitoring and responding to urgent requests.
• Manage funds for the Duke Kannapolis Clinical Research Facility, ensuring compliance with Duke policies and providing regular financial reporting to the faculty/staff Directors.
• Participate in reviewing and negotiating financial issues in proposals and contracts.

Other:

• Liaise with business unit financial managers (including Finance Director and RASR Manager) to advise units regarding financial position, cash flows, accounts, budgets, budget requests and related financial matters
• Direct and coordinate staff, and recommend various personnel actions including, but not limited to, hiring, performance appraisal, promotions, transfers, vacation schedules.
• Oversee the effort monitoring process for the assigned portfolio.
• Supervise and coordinate work of designated employee(s), which typically includes departmental staff supporting business functions.
• Plus, other financial tasks as assigned.
