Starting Salary: $G06 $81,636 annually

These positions are open to the general public and to all current city employees covered under the terms of the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

The City of Chicago's Department of Water Management is seeking a Senior Operations Analyst to perform at a fully functional level designing and conducting studies to improve operations, and to perform related duties as required.

ESSENTIAL DUTIES

Collects, analyzes, and interprets operational data to identify trends, inefficiencies, and improvement

opportunities. Prepares detailed reports, dashboards, and recommendations for management. Meets

with managers to identify specific problems and define the objectives and scope of the study. Evaluates

business and operational systems and drafts detailed flow charts and models to assess current work

methods and processes. Interviews staff and reviews procedural manuals to identify, evaluate, and

define opportunities for improved efficiency, cost savings, and process improvements. Prepares work

plans and processes for achieving study objectives. Designs detailed survey questionnaires, data

collection forms, and/or web-based data collection systems, and evaluates collected survey data.

Conducts research to obtain information on specific areas under review. Develops and maintains

databases to collect and report on information gathered. Constructs mathematical models and/or uses

computer applications to evaluate data. Drafts reports and manuals documenting study results and

recommending changes to improve operations. Reviews and/or drafts new or revised processes,

procedures, and work standards. Serves as a liaison to department divisions and external customers on

the implementation of new business processes and procedures, implements strategies to streamline

processes, reduce costs, and enhance productivity. Leads or supports operational projects, including

planning, execution, tracking, and reporting. Coordinates across departments to ensure project

deliverables and deadlines, delivers accurate and timely analysis to senior leadership. Develops

performance measurements for new or modified programs and procedures. Assesses adherence to

internal policies, regulatory requirements, and department best practices, and recommends updates to

policies or procedures based on findings. Assists with budget preparation, forecasting, expenditure

tracking, and resource allocation analysis. Supports billing operations including invoice generation,

reconciliation, and permit processing. Monitors contract expirations and spending limits and analyzes

aging balances to ensure timely follow-up and financial accuracy. Monitors expenditures and provides

variance analysis to ensure alignment with operational goals, supports long-term planning efforts by

contributing data-driven insights. Monitors changes to ensure their effectiveness and recommends

modifications as necessary, evaluates the potential impact of new initiatives on operations and

recommends strategic actions. Works with managers and consultants in program implementation,

documents key data points needed for financial reporting (auction, abandoned pipes, new vehicles, etc.)

Investigates operational issues and recommends data-informed solutions. Participates in defining

specifications for consultants responsible for designing computer programs that will replace manual

operations. Uses a variety of software programs to develop charts and presentation materials.

Qualifications

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor's degree plus two (2) years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting. Should the above criteria not be fulfilled, the following options are acceptable: Graduation from an accredited college or university with a Master's degree or higher plus one (1) year of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting.

SELECTION REQUIREMENTS:

This position requires bidders to complete an interview. The interviewed Bidders who possess the qualifications best suited to fulfill the responsibilities of the position will be selected in SENIORITY order and according to the CBA rules. The interviewed NON-Bidders who possess the qualifications best suited to fulfill the responsibilities of the position will be selected.
