SENIOR FINANCIAL ANALYST

Starting Annual Salary: $82,884.00/year

ESSENTIAL DUTIES

• Performs and oversees the conduct of research on current and historical revenues and expenditures, identifies trends, and prepares fiscal projections
• Performs in-depth analysis of debt, fiscal liabilities, and operational costs and prepares budget estimates
• Performs and oversees the conduct of cost/benefit analyses of current and proposed programs and recommends financial controls to improve cost efficiencies
• Develops computer models to analyze data and formulates rate structures and calculates various fees for departmental programs and services
• Coordinates and participates in audits of contractors to ensure the accuracy of billings and compliance with contract provisions
• Prepares audit reports and presents recommendations at post audit meetings.
• Assists in audit work papers and schedules
• Reviews bid proposals submitted by private contractors and identifies the most cost-effective proposal
• Prepares and reviews fiscal reports
• Capital Program Management (CPM): Ability to generate new funding requests and CPR-1 submissions, establish links between FMPS and CPM, and accurately select funds, cost centers, appropriations, and project numbers. Proficiency in managing capital construction projects and fixed assets, ensuring effective tracking and oversight
• Contributes to the development of long-term financial plans and funding strategies to support departmental goals
• Participates in multi-year capital planning, integrating financial forecasts with infrastructure priorities
• Maintains and updates the Water and Sewer Capital Projects Report
• Tracks new budget requests to ensure compliance with funding limits
• Analyzes open budgets to recommend spending strategies or reallocations
• Examines spending patterns to forecast cash flow and upcoming liabilities
• Ensures data integrity across platforms, including CPM, ORION, FMPS, BO
• Develops reports and financial models to streamline data for reporting purposes and leads process improvement initiatives to enhance budget management and reporting workflows
• Reviews IEPA disbursement requests for accuracy and completeness
• Reconciles funds or accounts as needed
• Collaborates with internal teams and external partners to ensure data consistency and transparency

• May train and coordinate the work of staff and private consultants in the conduct of special financial analyses projects

  THIS POSITION IS IN THE CAREER SERVICE

Graduation from an accredited college or university with a Bachelor's degree in Finance, Accounting, or a directly related field, PLUS three (3) years of work experience in the analysis of financial records, OR
Graduation from an accredited college or university with a Master's degree or higher in Finance, Accounting, or a directly related field, PLUS two (2) years of work experience in the analysis of financial records
