Overview The Department Manager is responsible to plan, organize and direct the IT/OT HVN and OpNet infrastructure and technology initiatives for both CECONY and O&R across the Electric, Gas and Steam commodities. This role oversees the development of roadmaps, project plans, resource requirements, schedules, budgets, change management and uses development methodologies that allow quick responses to the changing needs of the customers. Manages and collaborates with multiple vendors and service providers, works with employees across IT and business areas, directs a dedicated project team, and engages with project sponsors. Establishes and maintains effective working relationships built on transparency and trust. Provides thoughtful leadership in a wide range of technology initiatives to support the business priorities of the company.

Core Responsibilities
- Department Manager is responsible for developing strategic plans, standardized processes and technology roadmaps for all IT/OT related systems and infrastructure impacting CECONY and O&R. This role drives the development of project plans, resource requirements, schedules, and budgets, manages competing priorities, change management and resources necessary to effectively implement IT/OT technology and infrastructure projects.
- Responsible to plan, organize and direct all IT activities associated with the HVN and OpNet related technology and infrastructure projects. Drive the development of project plans, resource requirements, schedule and budgets, manages competing priorities, change management and resources necessary to effectively implement all IT/OT related technology projects.
- Develop and lead IT/OT technology projects including creating strategic roadmaps and end state visions. Act as a single point of contact for IT/OT technology projects.
- Leads in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical consistency and standardization. Coordinate the development of project planning and scheduling. Conducts status meetings to ensure schedule, performance and milestones are on target and significant issues and risks are clearly communicated to all relevant parties.
- Aligns with technology partners in IT Operations including infrastructure, IT Planning including network planning and cybersecurity, Office of the CIO including enterprise analytics, IT architecture, data management.
- Manages and plans capital investment and operating expenses for the group. Owns the project(s) budgets including the development of white papers, appropriations, rate case testimony and expense/support forecasting.
- Responsible for managing a large group of contractors and coordinating the effort with large system integrators
- Responsible for effective intra and inter-departmental communications with internal IT teams , business owners and contractor personnel, including our MSP.
- Collaborates with peers; researches, establishes and updates technical standards; manages application development lifecycle and methodologies, provides oversight on processes and other governance responsibilities.
- Develops staff; researches/provides recommendation on technical training, evaluates/provides feedback for skill development of junior technical staff
- Performs other related tasks and assignments as required.
- Manages the build and run for an application portfolio focused on critical operations and SCADA
Qualifications
Required Education/Experience
- Bachelor's Degree and Minimum of 10-12 years experience designing, developing, IT Systems or
- Master's Degree and Minimum of 8-10 years experience designing, developing, IT Systems
Preferred Education/Experience
- Bachelor's Degree and in Information Technology, Computer Science, Math, Engineering or business-related discipline preferred.
- Master's Degree and in Information Technology, Computer Science, Math, Engineering or business-related discipline preferred.
Relevant Work Experience
- Three (3) to five (5) years supervisory / managerial experience required. Required
- Experience in evaluating technology and establishing standard implementations. Required
- Must have an understanding of architectural concepts and practices leading to solutions that are reliable, maintainable, reusable, scalable and extensible Required
- Must be comfortable and skilled at selling new processes and techniques and working with system integrators. Required
- Must be able to interact with all levels of management and communicate technical concepts to a non-technical audience. Required
- Ability to handle multiple assignments with changing priorities while meeting deadlines. Required
- Ability to establish medium and long-term plans and priorities and estimate investment requirements. Required
- Must be flexible and able to work off-hours as required to support deployments, resolve production problems or respond to corporate emergencies Required
- Thorough understanding of network protocols and standards. Required
- Prior experience in OMS, GIS, SCADA and OT related technologies Preferred
