The scope of Hubbard's work includes complex highway projects, site development, paving, utility and drainage systems, surveying, RAP and hot mix sales, and state-of-the-art bridge building. We provide multiple delivery systems in design-build, bid-build, public/private-partnerships and design-build finance.

General Description. The Human Resources Business Partner (HRBP) will act as a strategic liaison between HR and Operations, aligning people strategy with business goals. The HRBP will provide coaching to management, manage employee relations, drive organizational development, and analyze HR recruitment metrics to enhance performance, retention, and workforce planning. Strong background in recruitment, compliance and employee relations required.



Key Duties include but are not limited to:



  • HR Administration




    • Assist with the hiring and onboarding of new team members; including drafting offer letters and corresponding follow-up.
    • Manage unemployment claims, including preparing responses and facilitating unemployment hearings with supervisors/managers.
    • Prepare and facilitate annual appraisal process, in coordination with managers.
    • Compile and prepare recruiting statistics, and review for trends.
    • Partners with management to coordinate and deliver various training programs.
    • Collects and synthesizes employee feedback and information to ensure continuous improvement.
    • Conducts various employee surveys, including Stay and Exit Interviews; prepares management summary of findings.
    • Assist with immigration processing and administration.




  • Training and Development




    • Prepare and deliver various HR training, including EEO/Anti-Harassment training and general HR regulatory training.
    • Work with supervisors and/or managers, on developing Performance Improvement Plans for identified individuals.
    • Assist in the organization of professional development workshops, in conjunction with Director of Training and Development.




  • Regulatory Compliance




    • Compile various data for reporting, such as FHWA-1391, Company Wide EEO Report, Project EEO Report.
    • Prepare for various State and Federal Regulatory Audits, including Dept. of Transportation, Dept. of Labor and/or OFCCP audits.




  • Recruitment




    • Establishes recruiting requirements by meeting with managers to determine needs; ensures positions are budgeted and approved.
    • Develops corporate recruitment process, including standardized ad templates, employment focused marketing materials, etc.
    • Develop "Interviewing Skills" workshop and train all hiring managers on key elements when interviewing potential candidates.
    • Builds applicant sources by researching and contacting community services, colleges, employment agencies, recruiters, job fairs, media, and internet sites; providing organization information, opportunities, and benefits.
    • Attracts applicants by placing job advertisements; contacting recruiters, using newsgroups and job boards.
    • Determines applicant qualifications by reviewing resumes and comparing qualifications to job requirements. Assists in coordinating interviews and provide assistance in interviewing applicants; analyzing responses and verifying references.
    • Improves organization attractiveness by recommending new policies and practices; monitoring job offers and compensation practices; emphasizing benefits and perks.
    • Manage annual summer internship program including training plans, presentations and events.




  • General




    • Work in collaboration, with existing HR and Safety teams; to support our operations.
    • Assists in the management, documentation and closure of various employee matters.
    • Organize and Facilitate various HR initiatives, in conjunction with Group objectives.
    • Monitor state and federal employment laws, applicable to company; escalate to HR Manager/Director for considerations.
    • Other duties as assigned.





Qualification Requirements

Education and Experience. This position typically is not an entry-level job, as it requires demonstrable previous experience in the field of Human Resources. Bachelor degree in Human Resources, equivalent experience or closely related field is required.



  • 7 to 10 years' of progressive HR experience including strong recruitment, employee relations and compliance experience.
  • Demonstrated ability to provide efficient, professional customer service, including strong problem-solving skills.
  • Experienced in handling sensitive and confidential information.
  • Strong analytical skills, including an aptitude to manage detailed quantitative information.
  • Excellent written and verbal communication skills, with the ability to navigate potentially stressful situations and confidently deliver trainings and presentations to both small and large groups.
  • Computer proficiency and technical aptitude with the ability to utilize MS Word, Excel and PowerPoint.
  • Proven ability to complete independent responsibilities, while working effectively in a team environment.
  • Excellent organizational skills, including the ability to establish priorities and meet deadlines under pressure.
  • Valid Florida driver's license with clean driving record.
  • Construction or Manufacturing experience, preferred.
  • Bi-lingual, English and Spanish, preferred.


Physical Demands. The following physical demands are representative of those that must be met by an HRBP, to successfully perform the essential functions of this job.



  • Frequent ability to sit for prolonged periods of time.
  • Frequent ability to talk and hear, both in person and by telephone.
  • Frequent ability to operate standard office equipment, using hand and arm dexterity.
  • Frequent vision abilities required by this job include close vision, distance vision, depth perception, color vision, and the ability to adjust focus.
  • Infrequent ability to navigate through office environment, including periodic use of stairs and/or elevator, as needed.
  • Infrequent ability to lift general office documents and materials, up to 10 pounds.
  • Construction project visits may include walking/standing on various terrain, including dirt, gravel, asphalt and other materials.
  • Ability to drive a company vehicle for various events and meetings.


Work Environment. The work environment characteristics described below are representative of those that a HRBP encounters while performing the essential functions of this job.



  • Work generally is performed in an office environment
  • Travel required to visit various construction sites, manufacturing facilities and recruiting events across the Southeast at varying times (including night shifts).
