Nature of Work: This is supervisory work responsible for scheduling, coordinating, and dispatching advanced and complex work of the assigned field crews who work within a designated division, maintaining, cleaning, inspecting, and repairing and replacing the City's sanitary and sanitary combined sewer collection systems infrastructure to protect the environment and public from sewer spills. Duties include performing technical work and inspecting the work of the assigned crews to ensure proper procedures and safety guidelines are followed. Work also includes onsite coordination of large-scale construction projects, overseeing specific programs related to the maintenance of the waste water collection system, coordinating temporary traffic control, evaluating the performance of assigned field crews, and preparing and submitting reports. This class may assume the role of their supervisor as necessary.

Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience. High school graduation or its equivalent
AND
Four (4) years of progressively responsible experience with utility maintenance and repair.
OR
Two (2) years as a Utility Field Coordinator.

Special Qualifications: Must possess and maintain at least a Class B commercial driver's license with an N endorsement by the end of the probationary period. If assigned to the construction section, must possess and maintain a valid Class A commercial driver's license with N endorsement and air brake certification by the end of the probationary period.

Must possess and maintain the following certifications by the end of the probationary period:
*2nd Grade Hoisting and Engineer's Certificate
*Confined Space Entry
*Work Zone Traffic Control
*Competent Person Shoring and Trench Safety
*Cardiopulmonary resuscitation (CPR) Certification

Must possess and maintain the following within one (1) year:
*Nebraska Pesticide Applicators License for categories 05S, Sewer Root control, and 07, right-of-way pest control
*If assigned to the construction section - City of Omaha Sewer Layer Certificate
*If assigned to maintenance section - NASSCO PACP, LACP, MACP Certifications

Must be available to respond to scheduled on-call and unscheduled emergency situations as necessary, including those occurring after normal working hours.

Pay Range: $69,659.20 with step increases to $92,310.40 Annually

Examination Information: The examination will consist of a training and experience form designed to assess job-related knowledge, skills, and abilities of the position. The training and experience form will be given to candidates once their application has been received, reviewed by a recruiter, and accepted to test for the position. The form must be completed and returned to the Human Resources Department by January 22, 2026, (passing score 60%). Final eligibility list will be the training and experience form weighted 100%.

Veteran Points: To claim five (5) points for veteran's preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months. This information must be submitted to the Human Resources Department by January 22, 2026.

Required Knowledge, Skills, and Abilities:

* Knowledge of supervisory principles, practices, and techniques.
* Knowledge of business math concepts.
* Knowledge of filing and record-keeping principles.
* Knowledge of occupational hazards and applicable safety principles and practices, and the precautions necessary to prevent them.
* Knowledge of requirements of confined spaces as defined by OSHA 29 CFR 1910.
* Must have the knowledge and skill to be able to safely shore or shield and excavation in excess of 5ft up to 30ft in depth.
* Must be familiar with all shoring and shielding equipment and know how to read tabulated data used in the industry.
* Knowledge of requirements of trenching and shoring rules and regulations as defined by OSHA 29 1926.
* Knowledge of applicable federal, state, and local laws and regulations relevant to the transportation of oversized equipment on City, State and County roadways.
* Must have skill and knowledge of the operation of heavy equipment utilized to perform deep excavations.
* Knowledge of applicable federal, state, and local laws, codes, and regulations relevant to the sewer division.
* Knowledge of methods and procedures for installing, maintaining, and repairing wastewater collection systems according to City ordinances, and other governing regulations.
* Knowledge of Manual on Uniform Traffic Control Devices (MUTCD) and the City of Omaha barricading and traffic control procedures
* Knowledge of the geography of the City of Omaha.
* Knowledge of, and ability to operate, computers and other technology using standard or customized computer or systems software applications appropriate to the assigned tasks.
* Skill in using tools, equipment, materials, and supplies needed for installing, maintaining, and repairing collection system infrastructure.
* Skill in providing customer service.
* Skill in preparing clear and concise written reports of work completed and/or problems encountered.
* Skill in operating equipment in the assigned area.
* Ability to adhere to safety policies, procedures, and guidelines.
* Ability to prioritize work projects based on severity of the problem, potential danger to the public, potential loss to the City, and other pertinent factors.
* Ability to establish and maintain effective working relationships with contractors, subordinates, other City employees, and the general public.
* Ability to learn and adapt to advances in computer and electronics device technology and software.
* Ability to understand blueprints, sketches, and area maps.
* Ability to read and write the English language.
* Ability to understand oral and written instructions.

Essential Functions: Any one position may not perform all of the duties listed, nor do the listed examples include all of the duties that may be performed in positions allocated to this class. * Coordinates the planning and preparation of large scale construction projects in excess of 5ft in depth up to 30ft in depth, that effect major or secondary streets or entire residential blocks, including in the installation, maintenance, and repair of the City's wastewater collections systems by determining priorities, scheduling projects, obtaining necessary materials and equipment for the project, and assigning projects to specific crews based on expertise of crewmembers and type of project to be completed.
* Responsible for enforcing all rules of Nebraska and Iowa 811 while performing excavations, including communicating and scheduling with other utilities as needed.
* Oversees maintenance programs such as CCTV, Vacuum Operation, Jet Operations and Chemical Root Control.
* Plans, coordinates, prioritizes, assigns, and reviews day-to-day activities and project work related to the maintenance, repair, and operations of the City's wastewater collection systems.
* Communicates with contractors, developers, engineers, inspectors, other City employees, outside agencies, and vendors, in order to coordinate utility repair and maintenance projects, resolve related problems, and provide project status and updates to Sewer Maintenance administrative staff.
* Prepares written reports and recommendations, and provides verbal or written input for performance appraisals.
* Communicates with the public in order to prevent, resolve, or minimize the impact of utility problems.
* Performs field inspections of job site conditions, work crews, and equipment, and reviews the work products of others to ensure wastewater collection system equipment is installed, repaired, and maintained in compliance with City of Omaha codes and standard operating procedures.
* Performs job safety analyses and develops standard operating procedures.
* Prepares and updates maps, schedules, graphs, and similar charts.
* Uses current sewer mapping and magnetic locator to locate and mark sewer manholes and lines in the field.
* Utilizes software to track and schedule activities for repair and maintenance.
* Works closely with a supervisor in reviewing reports and documents for adherence to plans, specifications, and policies, and participates in special studies relating to the operation and evaluation of the wastewater collection systems.
* Reviews data entry and work order information to ensure accurate information is entered into databases.
* Analyzes wastewater system information including reports, Electronic Mapping System viewer, maps, and quarter sections.
* Coordinates work activities and program functions with other City departments.
* Keeps up-to-date on job-related material through on-the-job training or in a classroom setting.
* Supervises staff, including conducting performance evaluations, implementing training, and initiating disciplinary procedures.
* Develops training curriculum and tracks of completion of training.
* Ensures field crews are entering information on a daily basis into databases.
* Provides direct support by performing technically advanced and complex repairs, maintenance, and operational work.
* Monitors work operations, quality, and safety to ensure adherence to regulations, standards, policies, and procedures.
* Audits subordinates' tasks, including researching and correcting issues for quality control.
* Responds to customer complaints and inquiries by gathering field data, investigating, troubleshooting, and resolving issues.
* Monitors, requests, and maintains equipment, supplies, and materials.
* Prepares and maintains reports, files, data, records, and related project documentation.
* Prepares reports of program effectiveness and recommendations for improvements.
* Enforces standard operating procedures to ensure that jobs are completed in a timely manner and in conformance with established specifications.
* Notifies customers and affected parties of the nature, duration, and cause of wastewater service interruption.
* Assists in the development of equipment specifications for purchase.
* Conducts onboard training of new employees.
* Supervises snow removal operations.
* Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
* Performs other related duties as assigned or as the situation dictates within the scope of this classification.
