We currently have an exciting opportunity in our Finance department. This position specifically is located in Norfolk, Virginia. We are looking for a Financial Analyst. The hours are Monday - Friday 7 am - 4pm.

I. ESSENTIAL FUNCTIONS AND PURPOSE

The position will include the following functions:
* Supports the annual budgets, long range plans, and periodic forecasting updates.
* Prepares and analyzes financial/ budget reports for internal customers, senior management and parent company.
* Interprets detailed cost accounting information and exercises discretion and creativity on assignments of a varied, diverse and challenging nature.
* Assists in solving problems in areas where no precedent exists.
* Assists with billing and other special projects as needed.

II. POSITION DEMANDS

Position requires a bachelor's degree in accounting, finance or other business-related field is required. Candidate must have a minimum of 2 years of experience in an analytical accounting or financial role. Professional designation or MBA a plus. Previous accounting/financial role for a government contractor, a plus. Strong mathematical ability to include algebraic formulas is a must. Intermediate-level Microsoft Excel experience is required. Deltek CostPoint experience, a plus. Excellent analytical, conceptual, communication and interpersonal skills. Strong initiative and ability to manage competing priorities; willing to work evenings and weekends when necessary.

IV. WORKING RELATIONSHIPS

Reports to the Financial Planning Manager. Interfaces with all levels of personnel within the business units, accounting and finance personnel of NASSCO and General Dynamics companies, and external auditors.

V. PRINCIPAL RESPONSIBILITIES
* Prepares and submits monthly, quarterly and yearly annual budgets, long range plans, and periodic forecasting updates.
* Assists managers, accounting staff, and auditors in researching accounting and billing issues
* Performs all billing functions, which includes preparation, review and submittal of invoices.
* Monitors billing cycles and accounts receivable aging. Works with customers to shorten cycle times and collect outstanding invoices.
* Reconciles contracts values and billings in preparation and support of contract closeouts.

* Supports the preparation and analysis of the monthly actual expense versus plan management reports.
* Sustains the indirect department budgeting cycle. Works with budgetary owners to establish initial spending plans. Holds monthly meetings to monitor activity and track variances to plan. Reforecasts spending plans for quarterly business updates.
* Assists in contract estimates at completion analyses and the revenue close.
* Identifies potential cost saving or profit generating opportunities and profitability improvement strategies.
* Supports compliance activities to include incurred cost submissions and audits, forward pricing rate submissions and audits, etc.
* Conducts special studies to analyze complex financial actions, forecasts and estimations for complex proposal efforts and prepares recommendations for policy, procedure, control, or action.
* Assists with all billing functions as needed
* Assists with analytical trouble-shooting and problem resolution.
* Performs other responsibilities and duties as assigned.

VI. ACCOUNTABILITY

Responsible for ensuring that all reporting is prepared accurately, timely and in accordance with customer specifications. Responsible for providing accurate decision support data to management in a timely and accurate manner.

Regular, reliable attendance on-site is an essential job function. A credit check will be required for this position.
