SALARY $176,556.07840 POSITION SUMMARY Plans, directs, and coordinates all operations and activities within the Authority's Engineering Group consisting of the Power and Way Engineering, Power and Way Maintenance, and Facilities Engineering Departments. Provides technical guidance, program management, and coordination of engineering for departments and their associated engineering consultants and oversees the engineering department in the day to day inspection, maintenance, and repair of the Authority's rail system infrastructure to ensure the safety of Authority customers and employees. PRIMARY RESPONSIBILITIES * Directs and manages maintenance work on the Authority's rail system infrastructure. o Oversees the day-to-day inspection and maintenance of the Authority's rail system infrastructure. o Provides engineering and construction solutions in collaboration and coordination with departments for technical problems that arise. o Plans, directs, and coordinates maintenance programs, procedures, and methodologies to monitor, evaluate, and document engineering activity and maintenance effectiveness. * Repair projects o Assists in determining project scope, schedule, and budget requirements for implementing engineering and construction projects, and acts as the prime engineering resource for project managers o Reviews and approves all drawing and specifications for repair projects and updates engineering design criteria as necessary. o Provides administrative direction in the development of the Authority's capitol renovation programs; monitors progress, sets priorities, and implements changes. o Ensures that the Engineering Group and associated engineering consultants meet or exceed design specifications as mandated by the engineering industry, regulatory, and funding agency standards. * Oversees and participates in the development and administration of the departmental budget. Seeks approval of funding forecasts needed for staffing, equipment, materials, and supplies by presenting operating budgets to Authority management and various funding and regulatory agencies. Approves expenditures and implements budgetary adjustments as appropriate and necessary. * Acts as liaison in communicating with internal and external departments on issues related to the Engineering Group. o Serves as subject matter expert internally and externally in providing assistance and engineering knowledge for engineering activities and projects. o Serves as the contracting officer's representative for the general engineering consultants and other contracts as assigned. o Represents the Authority in meetings with the Federal Government, participating jurisdictions, national associations, industry, and other organizations in the administration of engineering activities and project completion. * Performs administrative management functions for the Engineering Group. o Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval. o Participates in the development and administration of programs, policies, goals, and objectives of the Engineering Group as directed by the Chief Engineer and Executive Vice President, Construction, Engineering, and Facilities Maintenance. o Assists in formulating long range Authority goals and objectives and confers with departments to effectively administer and implement department programs within the Engineering Group. * Performs related duties as assigned. MANAGEMENT RESPONSIBILITIES Reporting to this position are the following jobs: Job Title * General Manager, Power & Way Engineering * General Manager, Facilities Engineering * General Manager, Power & Way Maintenance CHALLENGES * Staying abreast of current resources and technical updates in the Engineering field. * Controlling capital expenses and ensuring compliance with governmental regulatory and funding agencies. * Maintaining the Authority's infrastructure to ensure system safety. EDUCATION/EXPERIENCE REQUIREMENTS * Bachelor's degree in Civil, Mechanical, or Electrical Engineering, or a related field, plus seven (7) years of experience in the design, analysis, maintenance, or repair of infrastructure projects, of which three (3) years is in a supervisory role related to the responsibilities of the position, or an equivalent combination of education and experience. * Must possess a valid Illinois Driver's License. PHYSICAL REQUIREMENTS * May be required to tolerate extreme weather conditions and long intense work periods. * Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery. * Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA. KNOWLEDGE, SKILLS, AND ABILITIES * Detailed knowledge of the operations of a comprehensive maintenance and engineering program. * Detailed knowledge of the principles and practices of civil, electrical, and mechanical engineering. * Detailed knowledge of the principles and methods of budget planning and administration. * Detailed knowledge of project scheduling and management practices and methods. * Working knowledge of the principles and practices of policy development and administration. * Detailed knowledge of related Federal, State, and local laws, codes, and regulations. * Working knowledge of the principles and practices of construction contract administration. * Working knowledge of the principles and practices of transit system maintenance and preventative maintenance planning. * Working knowledge of the principles of leadership, team building, motivation and conflict resolution; * Strong leadership and managerial skills. * Strong skills in leadership, interpersonal relations, and communications. * Strong oral and written communication skills. * Strong organization, financial, presentation and operational skills. * Ability to plan, review, assign, and evaluate the work of subordinate managers. * Ability to drive results by identifying and resolving significant problems within scope of responsibility. * Ability to analyze and assess policies and operational needs and make appropriate adjustments. * Ability to manage large scale and multiple projects. * Ability to establish and maintain effective working relationships with those contacted in the course of work. WORKING CONDITIONS * General office environment. * Required to travel to various CTA, vendor, and transit property locations. * Subject to normal garage/shop hazards such as noise, dust, grease, moving vehicles, etc. when visiting field locations. * Subject to weather conditions when performing field evaluations. * On call 24 hours per day, 7 days per week. * This position is considered a "C-List" position under the "Revolving Door" prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties. EQUIPMENT, TOOLS, AND MATERIALS UTILIZED * Standard office equipment. * Personal computer and various engineering and administrative software, surveying equipment, safety equipment, and emergency response equipment. * Mobile communication equipment.
