Job Title: Full Stack Developer, Senior (O365/SharePoint/ Power Platform Developer) Location: Bethesda, MD (Hybrid) ( Minimum 2 days Onsite - May extend further due to Client needs) Clearance: Public Trust Position Summary: LCG Inc. is seeking a Full Stack Developer, Senior (O365/SharePoint/ Power Platform Developer) to support a client. This role focuses on full-lifecycle web development, SharePoint support, intranet modernization, accessibility compliance, and Agile DevSecOps delivery for a high-visibility federal health environment. The ideal candidate will have strong hands-on development experience, excellent communication skills, and a deep understanding of modern web technologies, secure development practices, and federal accessibility requirements (Section 508). The developer will work closely with federal staff, system owners, security officers, and the Web Support Team to maintain, enhance, and modernize client web platforms. Key Responsibilities:
Development and Support
Provide full-stack development for client web systems, including SharePoint-based business processes, intranet sites, forms, workflows, and related applications, while delivering enterprise-grade solutions as a key member of the Digital Transformation Team. Lead the design and development of end-to-end Power Platform applications integrated with SharePoint Online, Microsoft Teams, and Dynamics 365 to modernize business operations. Respond promptly to staff requests for simple forms, workflows, sub-site changes, updates to pages, and access management. Track all development and support activities through ServiceNow and create tickets for any request not already submitted through the system. Develop advanced Canvas Apps to support business-critical operations, integrating Dataverse, SharePoint, and custom REST APIs for seamless user experiences. Build and deploy SharePoint Framework (SPFx) components, embedding Power Apps within web parts to deliver unified and intuitive intranet and portal interfaces.
Code Quality, Documentation, and Versioning
Store all code, forms, scripts, and artifacts in an approved source control versioning system; ensure modifiability and teamwide accessibility. Develop clean, well-documented code and ensure that any changes are fully documented during check-in. Execute development work on local workstations/laptops or designated OIT development servers. Establish Power Platform governance and deployment standards using Power Platform CLI, including environment variable strategies, connection reference management, and structured solution segmentation. Design and implement CI/CD pipelines in Azure DevOps to automate solution export, transformation, and deployment of managed and unmanaged solutions across Development, Test, and Production environments.
Testing, Compliance, and Change Management
Create and execute documented test plans before any deployment to production systems. Create and maintain automated test scripts and support User Acceptance Testing (UAT) to uphold solution quality through rigorous validation processes. Ensure all web development complies with ADA Section 508 standards; perform accessibility evaluations and document exceptions for PM tracking when necessary. Follow all change management procedures and obtain proper approvals for updates to functionality or access permissions. Provide advance communication to users for downtime or changes-minimum one business day prior to deployment.
Agile-DevSecOps and Security Integration
Adhere to client Agile-DevSecOps practices on all major projects. Involve the Institute System Security Officer (ISSO) in the design/planning phase for all new major projects and document required security controls. Leverage Microsoft Copilot and AI-driven capabilities to accelerate development, enhance user productivity, and introduce intelligent automation across business processes.
Team Collaboration and Data Familiarity
Attend all Web Support Team meetings and provide regular updates on project status. Collaborate with business analysts and stakeholders to gather requirements, produce technical specifications, and develop architecture diagrams that ensure scalable, secure, and maintainable solution designs. Develop expertise with commonly used NIH business data sets, including:
eRA IMPAC II grants data (IRDB Oracle) NIH nVision data warehouse (financials, HR, enterprise data) Intramural scientific data (imaging, genetic, clinical, etc.)
Project Level Requirements
Requirements
- 5+ years of experience as a full stack web developer.
- SharePoint 2016/SharePoint Online, Power Apps, Power Automate.
- JavaScript/TypeScript, HTML5, CSS, modern frameworks (React, Angular, or similar).
- C#/.NET, REST APIs, and backend development.
- SQL or Oracle database querying and integration.
- Source control tools (Git, Azure DevOps, etc.).
- Experience supporting enterprise intranet environments.
- Familiarity with accessibility standards and tools (Section 508, WCAG, WAVE, Axe, etc.).
- Process and Compliance
- Demonstrated experience working within Agile-DevSecOps methodologies.
- Strong understanding of secure coding, federal IT security controls, and change management requirements.
- Experience developing test plans, QA documentation, and release notes.
Soft Skills
- Excellent communication and customer support skills.
- Ability to collaborate with federal employees, system owners, ISSO, and cross-functional teams.
- Strong analytical and problem-solving abilities.
- Comfortable in a high-visibility, fast-paced federal environment.
Preferred Qualifications
- Experience with:
- NIH, HHS, or other federal government IT environments.
- Data integration with large enterprise datasets (financial, grants, HR).
- Drupal (for emergency support).
- Active Public Trust or ability to obtain NIH clearance.
- Background supporting accessibility and user-centered design.
Compensation and Benefits The projected compensation range for this position is $120,000 to $130,000 per year benchmarked in the Washington, D.C. metropolitan area. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
