Summary:
The Director of Operations will report directly to the Chief Compliance and Privacy Officer (CCPO) and work with and on behalf of the leaders of the Hospital Compliance Department, Physician Compliance Department, and Privacy Office to support each of those areas. This position will serve as a member of the Program leadership team and work closely with leaders and other stakeholders throughout UNC Health in order to define and drive strategic and operational initiatives, manage key processes and deliverables that are critical to Program effectiveness and deploy technology tools to drive efficiency. Through direct supervision and oversight of the Program's team of attorneys, educators, auditors, program managers, and other professionals, the Director will oversee the following Program areas: Regulatory Research and Education; Compliance Audits and Analytics; and Third Party Risk Management.

Responsibilities:

  • Serves as a strategic partner to the CCPO and Program leaders to drive strategic initiatives, including communicating and managing deliverables across departments and operations.
  • Provides leadership and direction for change management initiatives, teammate engagement activities, budget and financial planning, project management, and program development on behalf of the CCPO and Program leaders. Provides oversight for projects supporting the CCPO's strategic agenda as assigned.
  • Leads the development, implementation, and continuous improvement of compliance and privacy education and training programs for all teammates, clinicians, and third-party partners. Directs Program activities to create and refine forms, knowledge, playbooks, systems, processes, and procedures.
  • Oversees the planning, execution, and reporting of compliance and privacy audits, including the use and advancement of data analytics to identify trends, risks, and opportunities for improvement.
  • Directs third party risk management efforts by establishing frameworks for vendor due diligence, risk assessments, conflict of interest/external professional activity disclosures, exclusion screening, and ongoing monitoring of compliance and privacy practices among vendors, contractors, and business partners.
  • Assists Program leadership team with day-to-day Program operations, including reporting, dashboarding, budgeting, and financial management. Measures performance against budgets and provides recommendations to assure adherence to budget. Serves as Program point of contact with business finance partners on budgeting, forecasting spending, and financial management policies.
  • Supports and direct the development and deployment of technology and Program management tools, including hotline intake and investigation, knowledge management/regulatory intelligence, contract life cycle management, audit management, and dashboards.
  • Creates and drives relationships with other key UNC Health and University stakeholders, entities, and functions, including Finance, Legal, ISD, Human Resources, Supply Chain, UNC Health hospitals, UNC Health physician groups, Strategy & Corporate Development, Real Estate, Revenue Cycle, Managed Care, UNC School of Medicine, and Research.

Education Requirements:
* Bachelor's degree in health information management, business administration, finance, accounting, operations management, or a related field required. Master's degree or JD preferred.
Licensure/Certification Requirements:
* Certification in Healthcare Compliance ("CHC"), Certification in Healthcare Privacy Compliance ("CHPC"), and/or equivalent certification required within 12 months of hire.
Professional Experience Requirements:
* Requires at least seven (7) years of progressively responsible experience in legal, enterprise risk, compliance, privacy, finance, or related fields with at least five (5) years of direct supervisory/ management experience.
Knowledge/Skills/and Abilities Requirements:
* Solid understanding of relevant laws, regulations, and standards that impact the health care industry. Demonstrated commitment to staying up to date on compliance, privacy, enterprise risk, and audit developments.
* Understanding of Program operations, management, and technology. Effectively managing complex projects, budgets, and resources within the Program.
* Ability to analyze complex data, identify trends, and recommend data-driven solutions.
* Ability to build trusted relationships with clinicians, operational leaders, business partners, and external stakeholders.
* Excellent communication, interpersonal, and presentation skills; demonstrated ability to lead cross-functional teams and manage complex projects.
* Analytical mindset with experience leveraging data to drive decisions and measure program effectiveness.
