The Technical Expert II (TE II) is a child welfare subject matter expert working collaboratively with TEs and project leadership and is responsible for ensuring the design and delivery of training and technical assistance (T/TA) and deliverables for/with JBS projects and initiatives. The TE II may provide coaching and guidance for and with staff and consultants/collaborators in supporting and implementing effective, high-quality T/TA and communicate with the JBS client(s) per established project guidelines. The TE II may also be called upon to supervise project-affiliated JBS staff. Fundamental Requirement: This Technical Expert role is focused on the federal Child and Family Services Review (CFSR). The TE II (or III) must have extensive professional experience in child welfare to include a deep understanding of Title IV-E and Title IV-B federal requirements and experience with all aspects of the CFSR. CFSR experience must include in-depth knowledge of the CFSR Statewide Data Indicators, Onsite Review Instrument (OSRI), Statewide Assessment, requirements for state-led vs. CB-led reviews, as well as Program Improvement Plan development, implementation, monitoring and associated measurement plan. The TE II must possess a passionate commitment to consumer-centric design, data-driven decision-making, peer and family engagement, and delivery of TA and an understanding of and commitment to the project's model of TA as a strengths-based, culturally-informed, and continuous process that supports projects and jurisdictions over time and as needed to achieve successful outcomes.
