Project Management Operations Director Position Overview The Project management Operations Director is a comprehensive leadership role that bridges strategic Capital Planning with PMO operations. This position combines multi-year portfolio optimization with day-to-day project management office oversight, managing teams to deliver superior client service across the full project lifecycle from strategic planning through completion. What This Job Involves Capital Planning Leadership
Portfolio Strategy Development: Lead the creation and management of multi-year real estate capital plans, strategically advising clients on portfolio performance, utilization, and optimization. Business Development: Develop new business opportunities for capital planning and project management services across verticals, products, or regions. Data Analytics & Insights: Oversee comprehensive analysis of client datasets to generate strategic insights including bundling opportunities, strategic sourcing, and prioritization recommendations.
PMO Operation Leadership
Program Leadership: Direct and manage senior-level, complex program management services for large-scale building programs including ground-up construction, infrastructure capital improvements, retail, office and ATM projects. PMO Operations: Oversee day-to-day operations as an escalation point with proper segregation of duties, including account requirement process implementation and compliance management. Playbooks & Process: Work with Client and Project Management delivery team to create and modify PM playbooks, process, and RACIs that include key points of integration with Truist. Technology Platform Management: Maintain ownership of AdaptiveWork capital planning module and project delivery systems, ensuring accurate data flow to established reports and dashboards.
Team Leadership & Development
Team Management: Manage teams of professionals across capital planning analysts, assistant project managers, coordinators and analysts to provide integrated project management service delivery. Cross-Account Collaboration: Foster collaboration across accounts and serve as liaison between various teams to ensure JLL policies and initiatives are incorporated.
Key Responsibilities Capital Planning Functions
Direct all capital planning activities in accordance with established governance calendars and continuous improvement roadmaps. Ensure development and review of business justifications, scope, budgets, and risk assessments for all project submissions. Conduct strategic review meetings with internal and external stakeholders on capital planning deliverables and KPIs.
PMO & Project Management Functions
Oversee timely and accurate project documentation including meeting minutes, work orders, purchase orders, and change orders. Manage contract negotiation and verification processes. Ensure compliance with contractual requirements, regulatory entities, and client expectations. Create and lead PM Monthly All Hands Calls and manage communications and sourcing activities.
Business Management & Growth
Financial Accountability: Meet assigned financial targets and assume profit and loss responsibility for the service line. Performance Management: Meet KPI targets and oversee BI performance management, on-account metrics, and data accuracy. Business Development: Achieve specific business development targets while sourcing new business for other JLL business units.
Required Qualifications Education & Experience
Education: Bachelor's degree required; MBA or Master's degree in engineering, architecture, finance, or construction management preferred. Experience: Minimum 3-15 years of relevant work experience in senior leadership roles combining capital planning and project management, or equivalent military experience.
Technical Expertise
Master of all phases of project management with ability to generate AACE level 4-5 cost evaluations. Demonstrated understanding of real estate and construction finance principles. Experience with AdaptiveWork Capital Planning module and project delivery platforms.
Leadership & Communication Skills
Excellent written and verbal communication skills. Strong organizational and analytical skills with agile problem-solving abilities. Extensive proven experience supervising, training, and mentoring project managers and capital planning professionals. Stellar interpersonal skills with ability to interact with executive-level clients and stakeholders. Ability to provide efficient, timely, reliable, and courteous service.
Preferred Qualifications
Professional certification in project management (PMP). Expert level proficiency in Excel, Smartsheet, and BI principles. Experience building BI reports in Tableau or Power BI. Familiarity with procurement and tendering processes.
