The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPA's NATO Allied Command Transformation Group, within JOID, provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. We have a near-term need for a Strategic Plans and Policy-Political Warfare SME to provide onsite support in Norfolk, VA. Responsibilities The candidate will serve as Strategic Plans AND Policy (SPP) SME on Political Warfare as it relates to NATO, Russia, China, and state-sponsored Terrorism. Develop, coordinate, and advise on the implementations of NATO Warfighting Capstone Concept (NWCC), Warfare Development Agenda (WDA), Lines of Delivery focused on the NWCC timeline, and the political warfare challenges associated with Russia, China, and terrorism. Support SPP's Political-Military Affairs Constellation Group and related strategic initiatives, including SPP's NATO-Ukraine Joint Analysis Training Education Centre (JATEC), project titled "Political-Military Strategy Development". Support strategy development by coordinating internal and external subject matter expertise on Russia and China support of designated projects ensuring alignment with HQ SACT Red Team, SHAPE J2 Red Team, NATO HQ entities, and relevant external entities. Conduct in-depth research and analysis on political warfare to support HQ SACT's Strategy Development Program of Work, Russia's Theory of Victory, military strategies, and doctrine. Provide specialized strategic, operational, and analytical support to SPP Strategy Policy and Analytics (SPA) Strategic Research Officer, offering insights and expertise to enhance the effectiveness research activities and outputs. Assist in drafting, reviewing, and finalizing PLP reports and strategic analyses to ensure high-quality deliverables that meet NATO standards. Qualifications Required:
