The Operations Technical Services (Commissioning) Engineer is responsible for ensuring safe, efficient, and timely installation and testing for various substation equipment types including relays, breakers, transformers, and station batteries. Deliverables include on-site engineering support for capital and maintenance projects, testing, reviewing tests performed by others, and procuring and producing test reports with summaries and conclusions.



Location: In Office- Woods Run complex in Pittsburgh. PA



Job Duties and Responsibilities:

* Evaluate and interpret Protection Engineering relay and equipment protection recommendations.

* Evaluate engineering designs for protective relaying and substation equipment, replacements, upgrades, modifications, and new installations utilizing Protection Engineering recommendations, Asset Management and Planning scopes of work.

o Engineering designs include drawing lists, bill of materials, AC and DC schematics, panel front views, panel, and equipment wiring diagrams, annunciator diagrams, SCADA communication diagrams, and various other diagrams.

* Create plans, which ensure essential protection schemes are kept in service without jeopardizing substation function, and coordinate plan execution with bargaining unit employees and other parties, such as:

o Isolation plans to isolate and safely remove from service substation relaying and equipment.

o Removal plans to eliminate required substation relaying and equipment.

o Develop cable pull plans for installations utilizing new cables.

o Develop tagging plans for all isolation points.

o Develop cutover plans to eliminate required substation relaying and equipment and add new substation relaying and equipment.

* Function test schemes for correctness using field-marked prints.

* Collaborate with bargaining unit employees to test protective equipment (large power transformers, current transformers, potential transformers, breaker, etc.) procuring test results, and producing test reports with summaries and conclusions, retesting, or failing equipment when necessary.

* Document, review, interpret, understand, organize, and archive test results from protective equipment, protective devices, end-to-end testing, etc. Performing technical calculations and studies when required. Prepare test reports with conclusions and recommendations as required.

* Utilizing function tested and verified schematics, perform GPS synchronized end-to-end testing of protection schemes per protection recommendations, comprehend and understand results to verify time synchronized proper operation of all protective devices. Coordinate end-to-end testing for multiphase projects.

* Enforce and review testing methodology and test results; determine if all tests have passed with expected and satisfactory results.

Other duties as assigned.

Education and Experience Required:

* Bachelor's in Electrical Engineering from an ABET-accredited college or university is required.

* Two (2+) or more years of progressive and relevant experience required.

* Valid driver's license required.

* Additional certifications, such as PE or EIT/FE are preferred.

* A combination of experience working both in the field and in office is preferred.



Skills/Abilities:

* Must have excellent verbal, written, and organizational skills

* Must have excellent troubleshooting skills



Scope

Primary focus is on daily deliverables, outputs and reporting. Typically, accountable for managing one's own time and workflow. Responsible for using prescribed guidelines to analyze situations and solve problems. Work is typically of moderate complexity requiring the incumbent to draw on previous knowledge to perform role. Continues to build knowledge base and develop capabilities by partnering with more experienced staff as needed

Decision Impact

Problems and issues faced are vague but may be recognizable based on past experience. Accountable for some direct level of reasoning and decision making in straightforward situations based on precedents.

Storm Roles

All Non-Union Employees will serve in storm roles as appropriate to their role and skillset.

Data Governance

Utilize data to make business decisions as appropriate for the position, support data stewardship activities and partner with IT on underlying data needs.
