About the Position This Grants Accountant supports HCD by providing fiscal grants management, including professional technical assistance, preparation, and monitoring related to department budgets, fiscal matters, audits, and federal regulations, while ensuring the fiscal integrity of operations. The Administrative Services Division delivers strategic, efficient, and professional support to all Divisions within the Human Services Department, enabling the delivery of high-quality, responsive services. As a trusted business partner, the Administrative Services Division ensures alignment of administrative functions with the Department's mission, upholds regulatory compliance, and optimizes the use of public resources. We Require
- One year of experience in budgeting, auditing, government finance, or grant accounting
- Bachelor's degree in business, Accounting, Finance, Public Administration or closely related field
We Also Value
- Experience in the public sector or non-profit accounting or budgeting environment with specific experience in budgeting, auditing and grants accounting:
o HOME Investment Partnership Program- ARPA o Community Development Block Grant o Community Development Block Grant-COVID o American Rescue Plan (ARPA) - Experience and knowledge of the Integrated Disbursement & Information System (IDIS)
Job Contributions
- Assists in the preparation of budgets and forecasts for department and individual grants
- Maintains and balances subsidiary accounts by verifying, allocating, posting, reconciling transactions and resolving discrepancies
- Reviews the general ledger and analyzes expenditures, revenues, payroll, accruals, and cost allocations to verify compliance with County and grants regulations
- Prepares grant expenditure reports, invoices, and cash draws in compliance with County and grant requirements while reconciling the cash draws
- Prepares internal and external monthly and/or quarterly financial status reports that include budget to actual, forecasts, and reconcile variances
- Utilizes County financial standard reports and/or creates ad Hoc reports to provide, both detailed and high-level, information in such areas as financials, budget, and actual expenditures
- Maintains knowledge of OMB uniform guidance super circular 2 CFR part 200 (formerly i A-133, A-87, A-122) and Maricopa Grant Manual
- Other duties as assigned
Working Conditions
- Must obtain Maricopa County Certified Agency Procurement Aide (CAPA) certification within six months of hire
- Must successfully secure and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card
- Work is routinely performed in an office environment, which may require long periods of sitting, reading, and typing. Requires travel to program sites throughout Maricopa County. The position requires travel to and from various county, client, and contractor locations during a scheduled workday, subject to County policies regarding the use of County vehicles and/or private vehicles used on County business.
