Position Overview: The Director, Fraud Risk Management is responsible for the strategic oversight, leadership, and execution of the Bank's fraud risk management framework. This role ensures that fraud risks are proactively identified, assessed, mitigated, and reported in alignment with regulatory expectations, business objectives, and enterprise risk management practices. The Director provides expert guidance on fraud risk strategies, leads the fraud prevention team, and ensures that fraud risk management capabilities evolve with industry trends, emerging threats, and technological advancements. Essential Functions:
- Lead the design, implementation, and continuous improvement of the Bank's fraud risk detection, prevention, and investigation framework, ensuring alignment with enterprise risk management (ERM) principles.
- Oversee fraud risk assessments across all lines of business, evaluating internal and external threats, control effectiveness, and residual risks.
- Manage, mentor, and develop the fraud prevention and investigation team to ensure timely and effective response to potential fraud incidents.
- Collaborate with senior leaders and business units to embed fraud risk management standards, promote accountability, and enhance risk culture across the organization.
- Coordinate with Internal Audit, Compliance, Legal, and other stakeholders to ensure alignment with the three lines of defense model.
- Provide timely and comprehensive reporting to senior management, risk committees, and the Board of Directors on fraud risk exposures, incidents, and emerging trends.
- Identify, recommend, and implement fraud risk management technologies, analytics, and automation tools to enhance detection and prevention capabilities.
- Monitor regulatory updates, industry best practices, and fraud schemes to refine policies, procedures, and risk frameworks.
- Lead investigations of significant or complex fraud cases, ensuring appropriate escalation, documentation, and resolution in compliance with regulatory requirements.
- Develop and deliver ongoing fraud awareness training for employees, managers, and executives, ensuring consistent understanding of responsibilities and reporting obligations.
- Represent the Bank in fraud-related industry associations, regulatory discussions, and community engagement efforts to share knowledge and maintain a strong external presence.
- Provide subject matter expertise on fraud risk considerations for new products, services, and technology initiatives to ensure controls are embedded from the outset.
- This position may require travel within the Bank's geographic area.
Experience & Education:
- At least 7 years of progressive experience in fraud detection, investigation, and financial crime risk management.
- At least 5 years in enterprise risk management or equivalent roles within the banking industry, regulatory agencies, or consulting firms.
- Proven leadership experience in managing fraud prevention or risk management teams.
- Bachelor's degree in business, finance, accounting, quantitative discipline, or a related field.
- Professional certification preferred: Certified Fraud Examiner (CFE), Certified Anti-Money Laundering Specialist (CAMS), Certified Risk Manager (CRM), or ability to obtain certification within the first year of employment.
Skills & Qualifications:
- Expertise in fraud detection tools, banking systems, data analytics, and forensic investigation methodologies.
- Strong understanding of banking regulations, industry best practices, and regulatory expectations for fraud and financial crime risk management.
- Demonstrated knowledge of risk and control self-assessments (RCSAs) and their application in strengthening fraud risk frameworks.
- Ability to analyze complex data, identify fraud patterns, and implement proactive controls.
- Excellent written, verbal, and presentation skills with the ability to communicate fraud risks effectively to executive leadership, regulators, and staff at all levels.
- Strong organizational and prioritization skills with the ability to manage multiple initiatives.
- High degree of integrity, objectivity, and sound judgment in handling sensitive and confidential matters.
- Proven ability to influence and collaborate to drive change to strengthen risk culture.
- Proficiency in Microsoft Office Suite.
- Commitment to continuous professional development and staying abreast of emerging fraud risks, schemes, and mitigation techniques.
Other Requirements:
- Ability
to work extended hours or travel as needed to support fraud investigations, regulatory reviews, or industry forums. - Active
participation in professional fraud and risk management organizations is encouraged. - Must
be able to maintain confidentiality and always adhere to the Bank's code of ethics and compliance standards. - Requires the ability to lift, carry, push, pull weights or otherwise move objects weighing as much as 10 lbs. on a regular basis and/or for extended periods of time during the workday.
