Under limited supervision, maintains and supports the organization's portfolio of enterprise business applications. The IT Application Specialist partners with business units to provide general maintenance, support, and administration of the city's business applications. In addition, this position helps the organization leverage technology to improve business processes and increase productivity by providing business and systems analysis, business process change recommendations, and technology recommendations. This highly engaging role will require critical thinking, thought leadership, cross-functional collaboration, and a solid customer service mindset.

Essential Functions

- Maintain and support enterprise software systems based on user needs and specifications; plan, develop, test, and implement enhancements.
- Serve as a subject matter expert, providing user support and troubleshooting issues, ensuring timely resolution and communication to stakeholders.
- Analyze workflows and user processes to recommend improvements in methods and procedures.
- Perform application administration duties, including managing workflows and Role Based Access Control (RBAC).
- Create and manage user accounts, assigning appropriate roles and access for required processes and data.
- Evaluate and resolve system defects, working with vendors to address issues and keep the team informed.
- Research, implement, and monitor system upgrades, patches, and performance to ensure efficiency and security.
- Develop and execute test plans and scripts to validate system modifications, recommending changes to improve performance and security.

Job Requirements

Education & Experience Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:
- Associate's degree in a related field and one (1) year of relevant applications experience. Experience supporting municipal government applications-such as Tyler Munis, Tyler EnerGov, Tyler Incode, or Laserfiche-is highly valued, though not required. Familiarity with business intelligence and reporting tools, including Crystal Reports, SSRS, or Power BI, is also preferred.

- Supporting municipal government applications (e.g. Tyler Munis, Tyler Energov, Tyler Incode, Laserfiche) is preferred but not required.
- Working with business Intelligence and reporting tools (e.g. Crystal Reports, SSRS, or PowerBI) is preferred but not required.
Skill in:
- Establishing and maintaining working relationships with elected officials, professional and support staff, vendors, the public, and City employees.
- Advanced troubleshooting of software and applications.
- Reading user manuals and creating end-user documentation.
- Assessing and prioritizing multiple tasks, projects and demands.
- Providing outstanding customer service and conflict resolution.
- Operating a personal computer utilizing a variety of business software.
- Understanding and interpreting complex laws, rules, regulations, policies, and guidelines.
- Creating, preparing, writing, and proofing reports, documents, and correspondence.
- Working effectively in a high-pressure environment with changing priorities.
- Effectively communicating in both oral and written format.
